PROPOSED IMPOSITION OF CIVIL PENALTIES - $112,500 This is to inform the Comission that a Notice of Violation and Proposed Imposition of Civil Penalties in the amount of One Hundred Twelve Thousand Five Hundred Dollars ($112,500) will be issued on or about May 4, 1988 to Omaha Public Power District. This action is based on a number of procedural violations in the area of radiation protection including the failure to control a very high radiation area which is a repeat violation. The penalty emphasizes the need to improve radiatiott protection control in light of the licensee's past enforcement history. The escalation and mitigation factors in the Enforcement Policy were considered and the base civil penalty amount for the violation involving failure to secure the door for a very high radiation area has been increased by 25%.

It should be noted that the licensee has not been specifically informed of the enforcement action. The :chedule of issuance and notification is:

Mailing of Notice May 4, 1988 Telephone Notification of Licensee May 4, 1988 The State of Nebraska will be notified.

The licensee has thirty days from the date of the Notice in which to respond.

Following NRC evaluation of the response, the civil penalties may be remitted, mitigated, or imposed by Order.
