c. Requirements pertaining to repairing a cable having a damaged jacket, shield, insulation and/or conductor (s).

It is supplemented by special instructions given on design drawings p of the respective Division of Engineering Design (EN DES) and/or special instructions approved via 13 DES and NUC PR per vorkplan (WP) 6 -

documents and AI-19. This procedure applies to any field modifi-cation, maintenance, or original installation of vendor-wired equipment that 'is required by design drawings.

1.2 STANDARD DRAWINGS, DESIGN GUIDES, AND DESIGN STANDARDS All work shall be done as specified here in or as otherwise indicated on the respective EN DES design project's detailed design drawings, the standard drawings, design guides, and design standards. The following list consists of a selected few of the design standants 3 and standard drawings associated with cable terminations and splicing which are included in Attachment II of this procedure. For other related Design Guides, Standards, and Design Standard drawings it is recommended to reference either Office of Engineering (OE) Electrical Standard drawings or Design Guides as needed for special cases and/or

  • coordinate with OE. The latest revision of these documents in effect at the time of installation shall be followed.

'i 1.3 RESPONSIBI!ifIES 1.3.1 Cognizant Engineer The cognizant engineer shall be responsible for the following:

1. Ensuring that the cable or wire is installed and identified' in accordance with the requirements of this procedure.
2. Providing the necessary calculations for cable terminations /

splices and providing guidance and resolution in conjunction with OE and /or EEB to problems not. clearly defined by this r procedure.for the field acd QC Inspectors. as necessary.

3. Initiating FCR's for required wiring or termination changes to approved TVA design drawings. Coordination of the FCR and approval of the FCR will be done per AI-19 Part IV.
4. Procuring or coordinating the purchase or tranfer of approved materials (refer to Section 2.0) associated to field installation of tenninations and splices. ,
5. Perfomance of inspections per approved WP/WR instructions and/or.on non CSSC terminations / splices / repairs in accord-si ance with this procedure.
6. Ensuring proper do'cumentation of terminations /splires/

repairs per this procedure including docummentation of l the location of splices on cable pull cards.

F 1.3.2 Electrical Foreman I. The Electrical Foreman shall be responsible for the following:

1. Ensuring that the cable or wire is installed and identified

" in accordance with the requirements of this procedure.

and/or approved WP/WR instructions.

2. Coordinating with cognizant engineer on any problems or questions with requards to terminations / splices /repa:rs of cables or conductors or materials.
3. Performace of inspections per approved WP/WR instructions and/or on non-CSSC equipment in accordance witn this pro-cedure. .
4. Ensuring proper documentation of terminations / splices /

repairs per this procedure and approved WP/WR instructions is entered correctly in the original work package and/or data sheets.

NOTE: Prior to the performance of terminations / splices /

repairs of cables the field will ensure the cables and/or related equipment is deenergized per AI-3 as required and verify themselves using a volt ohameter or an equivalent method that the cables are safe to work on.

1.3.3 QC Inspector QC Inspectors shall be responsible for the following:

1. Inspections for all CSSC cable terminaitons/ splices /

repairs per applicable drawings and approved WP/WR instructions in accordance with this. procedure.

2. Completing s'ignoffs per approved WR/MR instructions and/or on applicable data sheet upon completion of inspections.
3. Coordinating with cognizant engineer problems ~ or questions concerning installation or materials used in terminating /

splicing / repair of cables or conductors.

1.4 TERMINATION / SPLICE / REPAIR CALCULATIONS AND SKETCHES FOR SPLICES / TERMINATIONS, OR REPAIRS OF CLASS 1E CABLES THAT DEVIATE FROM THE DESIGN STANDARD DRAWING REQUIREMENTS OR NOTES, SKETHCHES AND CALCULATIONS (FOR SIZING RAYCHEM COMPONENTS) SHALL BE REQUIRED DOCUMENTATION.

2.0 -MATERIALS t '

- 2.1 Insulated Cables All class IE cables shall be purchased by the Office of Engineering (OE) unless design documents direct otherwise. Non Class.1E cable should be purchased.by OE but in all cases will be ccirdinated through them.

l g- Cognizant engineer will coordinate the purchase or transfer of cable 1 with OE as required.

2.2 Cable Accessories l,

. (,' These materials shall be purchased by the field. Cable accessories shall in all instances be suitable for use with the specific cable and i be compatible with'the environment in'which the cable is to be installed.

f The~ general requirements listed below shall govern the purchase of these. components.

2.2.1 Terminals and Butt Splices 2.2.1.1. Thomas and Betts Company, Amp-Product Corporation, and Burndy Corporation are currently' approved suppliers of terminal lugs and butt splices. Other suppliers may h- also be acceptable, but must likewise be approved by

b. Equipment is supplied with pigtails having vendor installed one-hole lugs,

NOTE: At Sequoyah, generally, AMP terminal lugs and butt splices are used for wire size No.10 and smaller and Thomas and Betts f terminal lugs and butt splices are used' for wire sizes No. 8 AWG and larger.

- Terminal lugs and butt splices for conductor size No. 8 AWG and larger shall be of the uninsulated type. For conductor size No.

  • 10 AWG and smaller, terminal lugs and butt splices should be uninsulated in applications where the use of Raychem heat shrink-able sleeving is a requirement. In splicing applications where Raychem heat shrinkable sleeving is required to insulate the spliced connection or where acceptable for .use inside primary con-

,. tainment (see Section 2.2.3.1) only lugs and splices preinsulated with Tefzel or Kynar may be used. Outside primary containment, preinsulated lugs and splices may be vinyl, nylon, Tefzel, or Kynar.

Terminal lugs and butt splices shall be selected using

.i manufacturer data and installed with tooling approved by that manufacturer for use with his product. The tools shall contain f

die stops to prevent overcrimping and a rachet-type feature I

(where applicable) to prevent undercrimping. Guidelines for

- appropriate tool & die selections for various, wire sizes are 4

given in Appendix A and Tables B-1, B-2, and B-3 of Appendix B for terminal and butt splice accessories from Thomas & Betts, AMP Product Corp. ,' and Burndy Corp. , respectively.

NOTE: Solid conductors shall be lugged or spliced with AMP solistrand connectors unless otherwise noted on design drawings.

2.2.l.2 To minimize output errors, selection of terminals and-

~

butt splices for terminations at thermocouple extension wires shall be based upon the following:

/~ a. For iron-constantan and copper-constantan thermo-L couples, tin-plated copper terminal lugs and butt

" splice connections shall be used. However, to ensure that both legs remain at approximately the same temperature, the legs of the thermocouple shall be lashed together after insulating the

, terminations. This may be accomplished by the l

use of a cable tie, a short piece or heat shrinkable sleeving, or by taping. -(If the legs of the thermocouple do not remain at approximately the same temperature, an error may result in the output.)

b. For chromel-alumel thermocouples, chromet and aiumes terminal lugs and butt splice connectors are .

preferred and shall be installed with the arriopriate crimping tool. The chromel lug or connector shall

'be installed on the chromel extension wire and the alumel lug or connector on thelal' umel extension wi re.

(These types of material- tend to be brittle .mi acr subject to fracture. After installation, immediatety verify that the lug or connector has not been t ractured.)

Tin-plated copper terminal lugs and butt spiire connectors may also be used as long as both legs F of the thermocouple are lashed together after insulating the terminations as discussed in 2.2.1.2a above.

I 2.2.1.3 Use of fasteners (bolts, nuts, washers, etc.) wnich meet a specific ASTM specification or have a particular thread type or size to connect the conductors to the component is not required as long as the fasteners used will permit torquing, where applicable, as prescribed in M&AI-9.

All fasteners used on a particular termination shall ,

be of the same material and shall be compatinle with the material of the device terminals. This may oe accomplished, for example, by using brass fasteners on copper or copper-alloy terminals. Unless otherwise' prohibited or contrary to Food construction practices, the same connection may be made using steel fasteners which have been plated or suitably treated to be corrosion resistant.

-2.0 MATERIALS (continued) 2.2.2 Medium-Voltage (5-15kV) Splicing and T'erminating Kit 2.2.2.1 Terminating Kits I, A package of material'(with instructions) that includes all necessary items, except for the i

. terminal lug, for cable termination.

For medium-voltage terminations, Raychem Corp. , cable insulation terminating kits of the proper voltage and type shall be required as shown on standard drawing

/. SD-E12.5.4 when connecting to bus bars, stub buses, or terminals.of medium-voltage equipment (such as switch-gear and transformers). For medium-voltage termi-nations to equipment furnished with pigtails (such as motors and generators), follow standard drawing SD-E12.5.5-1 or SD-E12.5.5-2, as applicable.

2.2.2.2 Splicing Kits A package of material (with instructions) that includes .

all necessary items, except for the splice-connector, for cable splicing. For medium-voltage splices, 1

3M Company insulation splicing kits of the proper voltage and type shall be required as shown on standard drawing SD-Ei2.5.3. Where waterproof splices are required.

Raychem Corporation WCSF type N heat shrinkable tuoing (see Sections 7.0 through 7.3)--or equal subject to OE approval-~shall be used.

NOTE: Raychem terminating kits and splicing kits installation instructions shall be followed, however, shims may be required to obtain proper installation use ranges and should be designated

by cognizant engineer via a sketch or other methods to ensure proper installation by field.

2.2.3 Insulating Requirements for Splices and Terminations in Low Voltage (600V and Below) Applications NOTE: For maintenance type purposes it is recommended that equipment which needs to be replaced or disconner'ed ,

on regularly scheduled maintenance intervals be terminated / spliced using ring tongue terminal lugs.

It should be noted that care should be used in sizing Raychem parts due to extra shims required to ga over the bolted connections and consideration to the size of enclosure housing the splice due to the increase in the size splice. Refer to Sections 2.2.3.1, 2.2.3.2 and 2.2.3.3.

,. subject to high energy line breaks or flooding, unless located in conduit between conax connector and equipment (inboard side), or located in equipment. enclosure which is environmentally sealed from the external environment.

]~ used for Class 1E and non-Class IE cables in these areas; they shall be insulated with an overall Raychem Type N I

,. heat shrinkable sleeve.

2.2.3.2 Uninsulated Butt Splices After installation, an uninsulated butt splice shall be insulated as specified on standard drawing SD-E12.5.6.

Splicing may also be accomplished by the use of - terminal lugs. When this option is used, the completed splice shall be insulated as specified on either standard drawing SD-E12.5.7-1 or. SD-E12.5.7-2.

2.2.3.3 Uninsulated Terminal Lugs For insulating requirements >ertaining to terminations-at equipment furnished with " cable pigtails," follow standard drawing SD-E12.5.7-1 or SD-E12.5. 7-2, as applicable.

2.2.4 Lighting System Branch Circuit Terminations and Splices One-piece, self-insulated, screw'on electrical connecto'rs in different sizes, UL approved for various wire combi-nations of 2 single-conductor No. 8 AWG and smaller -

shall be required for all splices and terminations.

No terminating materials shall be required for terminals having pressure connectors or connections of No. 10 AWG or smaller conductors to wiring devices or lighting fixtures having wire binding screws or studs and nuts having upturned lugs, or equivalent. .

' or termination. The electrician's hands should be clean, particularly when applying the tapes and/or Raychem, and every reasonable precaution should be taken to exclude dirt and moisture wh'le the work is in process.

In a hot environment, sweat bands around the elec-trician's wrists will tend to prevent perspiration from accumulating on the hands. Use of sweat bands is recommended.

NOTE: Terminating, splicing, or repairing of damaged cables methods which are dependent upon the type of environment (MILD or HARSH); field may refer-ence the 47E235 series to determine what areas-in the plant have been designated to be considered MILD or HARSH environments as necessary.

,- 3.1.1.4 Manufacturer's instructions are to be followed in the-installation of cable accessories, such as terminal lugs. Where initial crimping is questionable, recrimping of terminal lugs is acceptable (unless otherwise pro-hibited by the vendor of the lug) if the following conditions are met: ,

a. The orientation of the recrimp shall be the same as that of the original crimp.
b. The recrimping shall be done with a crimping tool which is properly calibrated.
c. Each recrimped terminal shall be compared with a sample which has been. installed with a properly calibrated tool. If the terminal lug installation compares favorable, then the recrimped terminal .

3.1.2.1 Terminations of conductors shall generally be accom-plished by means of enclosed (ring or rectangular) tongue terminal lugs crimped :nto the wires by means of appropriate tools (see Section 2.2.1). Exceptions to

' this method are noted in Section 3.1.2.5. Where the terminal lug being used is furnished with a sight hole

' or open barrel, the strands of the conductor shall be visible beyond the crimp, but shall not extend beyond the barrel so as to interfere with the seating of the fastener. Exceptions to this method are noted in Section 3.1.2.5.

Termination of field cables shall be made by coiling the conductors a minimum of 180 degrees around the terminal screw or stud.

3.1.2.5.6 Components that captive screws in a temination point / strip (such as fire protection detector heads, etc.) Terminations of field cables shall be made by coiling the conductor a minimum of 180 degrees around the tensinal screw or stud. As an alternate, it is permissible to use the proper (dependent upon solid or stranded conductor) flanged spade terminal lug.

3.1.3- Thermoplastic or Thermosetting-Type Insulation-Termiaations (5-15kV) 3.1.3.1 Terminations of medium-voltage (5-15kV) power conductors shall be insulated with terminating kits as specified -

in Section 2.2.2.1 and installed in accordance with standard drawings SD-E12.5.4 and SD-E12.5.5-1 and -2, as applicable.

3.1.3.2 Cable shields, of medium-voltage (5-15kV) cabics, should be grounded at both the switchgear end and at the equip-ment end of the run with a minimum No. 10 AWG copper conductor (see Table 3.1.3) or equivalent flexible copper braid, unless design drawings specifically state otherwise.

3.1.3.3 All ground connections shall be made in such a way as to provide a permanent low-resistance bond, and precau-tions shall be taken to prevent corrosion of the con-nections and grounding wires. Raychem's Ground Clamp Accessory Kit (type GCA) is an acceptable method for connecting shields to ground. Select the appropriate size from Table 3.1.3 and follow the manufacturer's instructions:

3.1.3.4 If the needed dimension is not available, the following information is required for factory selection: .

, g (1) Conductor size, (2) The diameter over the insulation or insulation thickness, and (3) The type of semi-conducting layer (tape or extruded).

The locations of points of access, such as pull boxes, handholes, and manholes, will determine the interval.

In making the intermediate grounds, remove only an amount of the Jacket sufficient to permit connection of the ground lead to the shielding tape and then replace the-Jacket with Raychem heat shrinkable cable repair sleeve, using Raychem red adhesive tape type S-1024 or S-1119.

3.1.3.6 Shields of all conductors 1000 MCM or larger shall not be grounded at both ends. The design drawings will show the location of the grounds and of the shield insulating joints if the latter is required.

3.1.3.7 Where the shielded power cable is terminated through a ground sensor current transformer, the shield ground lead shall be installed in accordance with design standard DS-E12.5.6 in order that the current transformer senses only the phase currents and to avoid the ground. connections constituting a shorted turn in the current transformer primary.

The procedure used shall be in full compliance with the instructions furnished by the instrumentation equipment manufacturer and/or workplan. The terminations shall be made with appropriate tools and supplemental materials (such as solder and sleeving) furnished by the instru-

~l- mentation equipment manufacturer and/or field purchase request. For coaxial cables to be terminated on terminal blocks see 3.1.5.1.3.

3.1.5 Signal Terminations 3.1. 5 .1 Where multi-conductor signal cable is to be terminated in multi-pin connectors supplied with instrumentation equipment, the same procedure shall be followed as outlined in Section 3.1.4.1.5 for coaxial and/or triaxial terminations and/or the following:

3.1.5.1.1 NIS cables shall be installed in accordance with Westinghouse Instruction (refer to Contract 68C60-91934) " Control and Electrical Systems Standards,"

Section 4.1, " Nuclear Instrumentation System (NIS) cable, " Field Installation NIS Triaxial cables and Connectors.

NOTE: Use of a type WCSF type N Raychem sleeve is permissible for termination purposes.

3.1.5.1.2 Incore thermocouple cables shall be installed with Westinghouse Instruction " Control and Electrical Systems Standards," and Appendix D.

3.1.5.1.3 Annunciator and computer shielded cables insul-ation shall be stripped back as far as necessary to free the individual conductors for proper termination techniques per 3.1.4.1.2 or 3.1.2.2 as applicable. Case (1): If the shield is to be terminated, the shield is to be properly lugged, insulated (with PVC tubing or commetical grade

  • heat shrinkable tubing), and landed on the proper terminal per design and/or vendor drawings.

Case (2): If the shield is not to be terminated,

3.1.6 General Guidelines for Splicing 3.1.6.1 Cable splices shall be made where:

(1) The circuit length exceeds the full standard-cable reel length.

(2) The allowable cable pulling tension will be exceeded.

(3) Specified on design drawings and/or cable schedules of the design project.

(4) The cable insulation or conductor has been damaged (unless it can be repaired per Section 6.0).

(5) The point oE termination must be extended because of design change or incorrect termination prior to checkout.

3.1.6.2 Criteria for splicing: *

(1) Splices shall be made in boxes or enclosures when located in seismic category I structures (except as noted in 2 and 3). This requirement is also recommended in non-category I structures unless otherwise noted on design drawings. (Refer to SQA

  • 134 for list of Category I structures as required).

For splicing of cable (s) installed in cable trays field may use SD-E12.5.9. (See Attachment II for

(4) Cables shall be supported so there is no mechanical l

load on the splice.

(5) The splices shall be arranged to' avoid physical buildup at any one point. Staggering of splices is recommended but not required. The combined area of the spliced conductors shall not exceed the application diameter range of the Raychem WCSF-N overall sleeve. (refer to SD-E12.5.6).

(6) Each spliced circuit shall have a permanent identi-fication tag containing its unique designation per cable schedule or pull card installed adjacent to the completed splice and if possible WP or MR/WR number should be listed also. Refer to electrical standard drawing SD-E15.3.4.

(7) The field shall document on cable termination /

splice data sheet and cable pull cards where splices have been made. This documentation shall be detailed enough to readily locate the splice by specifying splice elevation, distance from column lines, or azimuth and radius as applicable.

Also related contract and cable reel no.(s) shall also be recorded on cable pull cards for splices.

NOTE: Cognizant engineer should add M&AI-4 and -6

- data sheet (s) in WP's or WR/MR's as necessary when splicing for documentation purposes of the addition of a new length of cable or conduit.

Cables in the 480V and medium voltage (5-15kV) shall not be spliced inside the cable spreading room.

Also for electrical penetrations 1 through 4 (6900V), see

" Installation Instructions for Westinghouse Electronic Tube Division" and the memorandum from F. W. Chandler to R. M. Pierce (SQN 127A and WBN 127A). On splices made at the electrical penetrations it is recommended that six to eighteen inches of slack should be lef t in the spliced cables and that no cutoff or minimum-tare cut off should be made on the leads from the penetration.

It is also advisable that the field should megger and make continuity checks on penetration leads prior to making splices.

l 3.1.7 Thermoplastic or Thermosetting-Type Insulations-Splicing (600V or less) 3.1.7.1 Splicing of conductors shall generally be accomplished by means of enclosed (ring or rectangular) tongue

, terminal lugs or butt splices crimped onto the wires by means of appropriate tools (see Section 2.2.1). Excep-tions to this method are noted in Section 3.1.7.3.

Terminals and splices of a campany shall always be installed with a tool purchased from or certified by that company and it is important to follow the manu-facturer's instructions applicable to the specific installation being made to ensure a carefully controlled uniform pressure crimp.

I 3.1.7.2 Either uninsulated or preinsulated terminals and butt splices, referred to in Section 2.2.1, may be installed in systems of 600V or less and wire size No. 10 AVG and smaller. Preinsulated terminals having a wire insulation grip shall be used where it is desirable for the insu-lation of the barrel of the terminal to give some protection against electrical faults and accidental contact with live termint.ls or where mechanical stress relief from vibration or flexure at the point of appli-cation might be required. Preinsulated terminals and butt splices within primary containment shall be Tefzel or Kynar. The vinyl or nylon self-insulated fittings are intended for applications where ghe totaf temperature of the conductor does not exceed 105 C (221 F).

3.1.7.3.1 Communication Systems - Provided the conductor size is no larger than No.18 AWG, splicing may.

be accomplished as follows: by soldering when done in accordance with Section 4.0; by use of studs or terminal blocks on devices provided the conductor is coiled a minimum of 180 degrees around

( . the stud or screw of the terminal block; or, by l use of any other industry accepted terminating method (such as quick connect and wire wrap term-inals) provided the manufacturer's instructions are followed and appropriate tooling is used. ,

3.1.7.3.2 Lighting Branch Circuits - Self-insulated elec-trical connectors (such as hand twist wire nuts) as specified in Section 2.2.4 may be used to splice conductors.

3.1.7.3.3 General Applications Involving Diodes, Resistors, Capacitors, and Similar Devices having Solid Conductor Leads - Splicing the leads from devices of this type may be accomplished in any one of the following ways:

a. Soldering (for soldering criteria see Section 4.0), or
b. Soldering over a connection made in accor-dance with Section 3.1.7.1.

3.1.8 Thermoplastic or Thermosetting Type Insulation-Splicing (5-15kV)-

Splicing of medium-voltage (5-15kV) power conductors shall be accomplished in accordance with standard drawing SD-E12.5.3 and associated vendor kit instructions furnished with splice kit.

  • 3.1.9 Rubber or Rubber-Like Insulation-Splicing (600V or less) -

Unless otherwise noted on design drawings, cables with rubber -

or rubber-like (silicone) 125" C or more insulation in systems of 600V or less shall be spliced by one of the following procedures:

e s SQNP M&AI-7 Page 28 of 45 Revision 8 3.0 INSTALLATION (continued) 3.1.9.1 In non-Class 1E applications install uninsulated terminals or butt splices of appropriate size (see Section 2.2.1), build up over exposed copper surfaces with 3M Company, Scotch 70 tape (temperature rating 180 C) to a thickness equal to the original insulation, and use Raychem WCSF-N material for the jacket replacement.

The use of Raychem's WCSF-N sleeving (reference Sections i

7.0 through 7.3) shall ue'used on Class 1E splicing and used as a replacement for jacket material. Install as defined on design drawings, standard drawings SD-E12.5.6, SD-E12.5.7-1,or SD-E12.5.7-2, or per approved WP instruc-tions and/or sketches. .

3.1.9.2 For splices in multiple-conductor cable, splice and insulate the single conductors in accordance with'

' 3.1.9.1 above for non-Class 1E applications. The use of Raychem's WCSF-N (see standard drawing SD-E12.5.8) and (Section 7.0 through 7.3) shall be used as a replacement for the jacket material for the overall Jacket. In Class IE applications, Raychem WCSF-N materials shall be used and installed per SD-E12.5.8.

3.1.9.3 Install self-insulated terminals or butt splices (see Section 2.2.1) for wire sizr No. 10 AWG and smaller.

Preinsulated terminals or butt splices shall either Tefzel or Kynar. These preinsulated terminals or butt splices are intended for applications where the total temp"erature of the conductor does not exceed 150 C (300 F) e.g. within primary containment. Terminals for wire size No. 8 AWG and larger shall be installed in accordance with either 3.1.7.1 or defined on design drawings.

3.1.9.4 Permissible exceptions to the preferred method of splicing conductors are the same as those given in Section 3.1.7.3 for conductors having thermcplastic or thermosetting-type insulation.

3.1.10 Coaxial and/or Triaxial Cable Splicina-Splicing of coaxial and triaxial cable shall not be permitted for Class 1E cables. '

Splicing of non-class IE coaxial and triaxial may be done by installing (1) a male BNC coaxial cable and a female BNC coaxial connector and and connecting the two. Also install e WCSF-N sleeve of appropriate size a minimum of 2 inches beyond each end of connectors. (2) Same as above except using Triaxial connectors.

NOTE: An equivalent substitute for the male to female connector is the installation of two male connectors connected by a double barrel female connector.

a SQNP MA&I-7 i Page 29 of 45 Revision 8 3.0 INSTALLATION (continued) 3.1.11 Installation of Raychem End Caps or Raychem End Sealing Kits (NESK)-shall be used for Class 1E applications and in harsh environment areas in sparing of conductors and/or cables and may be used in non-Class IE applications at cognizant engineer discretion. Refer to Electrical Standard Drawing SD-E12.5.7-1 for use ranges of Raychem End Caps and Raychem Nuclear Products Guide-I for use ranges of NESK kits. NESK kits or equivalent individual pieces of Raychem end caps and sleeving shall be used for sparing of Class IE conductors / cables inside containment and areas subject to LOCA or HELB conditions.

(1) The cognizant engineer shall coordinate with the field on sizing of kits and/or pieces to be used.

(2) Remove all non qualified or braided Jacketing material l from the cut end. Raychem products are designed to seal on smooth non-woven surfaces, therefore, if cable / conductor jacket is either theromplastic, thermosetting, rubber, or rubber like this step may be waived. All non qualified or braided jacketing material should be removed for a distance ,

of approximately 1/2" longer than the length of the cap.

(3) Verify cable / conductor is free of grease, oils, moisture, or other contaminants prior to installation of Raychem p roducts . Clean with an approved solvent as required.

(4) Position end cap over cable or wire as far as it will go and shrink into place.

(5) If assembling an NESK kit (or equivalent individual pieces) position outer sleeve over the end cap such that there is approximately 1/2" extending past the closed end of'the cap, and 1" minimum overlap off the open end of the end cap to the cable.

NOTE: Signoffs for deleted or spared cables or conductors will be done via approved WP or MR/WR instructions deleted cables should be identified with ECN/WP numbers. i I

4.0 SOLDERING CRITERIA FOR' INSTALLATION AND INSPECTION 4.1 General Instructions If there are no guidelines or instructions provided by vendor or TVA drawings or approved vendor manuals or any other EN DES documents the following guidelines may apply for solder joints.

4.1.1 Resia core solder shall be used on all solder terminations /

splices. Specific composition is required only on Triax cables (e.g. NIS and incore monitoring cables). Kester solder "44," 63% tin /37% lead, maximum diametor 0.031 inch shall be used on NIS cable connectors.

4.1.2 Conductors shall be cleaned and tinned prior to making joint.

4.1.3 The size of soldering iron shall be such that joint is not overheated.

4.1.4 .The soldering iron shall not be used to melt the solder l directly, but will be used to heat the joint which in turn shall melt the solder.

4.1.5 Conductor insulation shall be kept from burning or melting. j 4.1.6 ' Termination / splice shall have an in process and visual l l

inspection that will verify that the solder joint is clean, has a smooth bright appearance free of any chalky, gritty, or irregular surfaces (protrusion;, pits, and voids) and free of excess solder and resis.

5.1.4 Cables shall have continuity checks performed on them to verify that the conductor (s) have end-to-end continuity.

There shall be no short circuits (" cross talk") between conductors,. conductors and ground, or conductors and shield (s).

For coaxial, triaxial, and similar type shielded cables shall show no continuity between center conductor and outer connector shell. Inspector shall record V0M CSSC identification number l and calibration due date on applicable data sheet (s) blanks. If phones or equivalent equipment were used, inspector shall record

' the word PHONES or type of test equipment used in the METER NO./ CALIBRATION ?SE DATE blank on applicable data sheet (s) and signoff if accept.ble.

5.1.5 Cables shall be meggered to verify insulation integrity. The '

megger identifier number, calibration due date, and megohm reading will be recorded and signed by the inspector verifying that the

- megger used was within calibration and megger readings obtained were acceptable. Megger readings of 1 megohm per 1000 volts of cable insulation rating with a minimum of 1 megohm are acceptable for cables.

NOTE:

(1) Meggering of internal panel wiring is not required but may be done at the discretion of cognizant engineer.

(2) Megger and high potential test shall be required on I medium voltage cables. These test should be coordin-ated with DPS0 and it is recommended that lugging and installation of medium voltage termination kits be done prior to megger checks. Inspector will list

NOTE
Acceptance criteria for medium voltage cable tests shall be included in WP/WR instructions or on data I sheet (s).

5.1.6 Cable (s), conductor (s), and internal panel wiring shall be properly lugged, terminated, and/or spliced, and identified in accordance with this procedure, design drawings, and Attachments I, II, and Appendix C.

NOTE: Cognizant Engineer or designated representative should' list' cable number and appropriate design drawing, design standard drawings, and/or associated sketches page number (s) for cable terminations and splices on applicable data sheet (s).

Inspector to verify proper terminal lugs, butt splices, pins,

! or connectors are used and installed with the correct crimping tool as-applicable and that an proper crisp is obtained. (Refer to Appendix C as needed). For soldered connectors refer to Sec-i tion 4.0. Inspector shall verify that connectors such as coaxial, l triaxial, or pin-type are properly aligned crimped and connected .

These wires affected by additions or deletions to field or vendor wiring are considered part of termination process and will not be required to be listed separately on either Data Sheet 1 or 2.

(b) On Internal Wiring Changes Data Sheet 2 the inspector will verify and.signoff for internal panel wiring that is terminated I . and/or point (s).removed from the panel, compartment, or terminal block

(c) Terminal blocks that are coated with RTV 3140 should be recoated after cable or wiring is acceptable. ' Inspector to ,

6.0- REPAIRING DAMAGED CABLES 6.1 General Instructions 6.1.1 Should a cable be damaged, the cable shall be spliced, replaced,

. or may be repaired, depending on the extent of the damage.

Repairs may be made to the jacket, shield, and insulation of low-voltage cables with the following restrictions:

~

(a) If the conductor has been damaged, the cable-shall be spliced or replaced per applicable parts of this procedure.

(b)

. Where the damage involves multiple components of low voltage cable (i.e. Jacket, shield, and/or insulation), each component shall be repaired individually.

~

(c) . Effective August 1, 1984, rep' airs of coaxial and triaxial

  • cable are If mited to non-class 1E applications only; after this date, damaged Class 1E coaxial and triaxial cables shall be replaced. -

6.1.2 For medium-voltage power cables, repairs may be made to the jacket only; if damage extends beyond the jacket the cable

shall be spliced (see Section 3.1.8) or replaced. Unless otherwise indicated, repairs may be made on both Class IE and non-class 1E low-voltage and medium-voltage power cables.

When damage is discovered at a later date and identity of the Class 1E cable is not easily determined ( e.g. a cable in a cable tray) the repaired areas may be ident'ified by a permanent identification tag containing the cable number (if able to be I determined) and the WP or MR number to document the repair.

Exception: Cable tags are not required where minor repairs have been made on cables having braided-type covering.

NOTE: Repairs to leads of motors and similar equipment shall be performed per these instructions for repairing damaged cables with the exception of installing a cable tag at the repair. The repair location shall be documented in the MR or WP. package.

NOTE: If an existing cable is damaged, the field should obtain a clearance on the power source feeding that cable via the Shift Engineer.

6.2 Cables having Thermoplastic, Thermosetting, Rubber, or Rubber-like Jackets and Insulations 6.2.1 General requirements NOTE: Field to verify cable is deenergized prior to making repairs. In addition to the specific requirements associated with the use of a particular cable repair option, the general requirements below shall be, followed in making cable repairs:

6.2.1.1 Remove any foreign material or loosely attached portions of the damaged cable. Reposition and/or carefully trim any jagged edges which protrude above the surface contour of the area being repaired.

6.2.1.2 Clean the damaged area using denatured alcohol. -

6.2.1.3 After completion of repair, a cable tag, shall be installed adjacent to the repaired area containing the unique cable identifier (if it can be determined), WP or MR number under which the repair was made, and field shall document the repair location on the cable pull card schedule.

6.0 REPAIRING DAMirED CABLES (continued) 6.2.1.4 Upon completion of repairing the damaged cable the field shall verify continuity and insulation integrity per 5.1.3, 5.1.4 and 5.1.5 respectively. Cable will need to be lifted on each end to perform this step. Field will maintain cable and/or wire number identification to ensure proper relanding of cable. Cognizant engineer or his designated l representative will provide associated drawings to the l field for lifting and relanding of cable.

6.2.1.5 Field to reland cable per 5.1.8 and applicable drawings.

6.2.1.6 Field to release clearance to cable power feed if applicable and perform functional test as required.

NOTE: Functional testing of a new cable being-installed after being repaired will be covered under the functional test of the WP associated with the ECN, FCR, or DCR. However, functional '

tests for existing cables that are damaged and repaired will be done via a maintenance request.

6.2.2 Jacket Repairs If a jacket repair is to be made, it shall be accomplished using one of.the following options:

6.2.2.1 Option 1 - Subject to the following conditions, AMP's cold shrink tape may be used for jacket repairs of low voltage cables. Effective August 1, 1984, the use of Option 1 is limited to non-Class lE applications; after this date, Jacket repairs for Class IE cables shall be made using Option 2 or Option 3.

- (a) The tape shall not be used inside primary containment and other areas classified by OE as having a harsh environment.

(b) Use of tape is restricted to repairing -

jacket damage which is discovered after the cable has been installed.

(c) The tape shall not be.used to repair the cable's jacket if the shield and/or the insulation has also been damaged.

The following procedure shall be adhered to when repairing cable jackets using this option:

Step 1 - See general requirements Section 6.2.1.

Step 2 - Peel off the backing from the tape.

l Step 3 - Stretch the tape to approximately l three times its length and wrap under tension with approximately a 50 percent overlap.

Step 4 - The tape shall be applied to the cable for a minimum of 2 1/2 inches beyond the outermost bounds of the damaged area.

6.2.2.2 Option 2 (For cables whose jacket is damaged'near the end of the cable or where tubing can be slid over one end down to the damaged area), a piece of Raychem heat shrinkable sleeving may be used to repair the outer -jacket of both low-voltage and medium-voltage power cables by slipping the sleeving over one end of the cable and sliding it'along the cable to the area needing repaired.

Type N heat shrinkable tubing shall be used in all Class 1E applications and may be used in all nonClass lE applications. Industrial grade heat shrinkable tubing may be used in all nonClass IE applications.

The procedure outlined below shall be followAd when using Option 2 to repair cable jackets:

Step 1 See general requirements, see Section 6.2.1.

Step 2 In accordance with SDE12.5.6, select and install a piece of Raychem heat -

.. shrinkable sleeving over the damaged jacket. The maximum length of the sleeve shall be determined by the cognizant engineer; however, prior to shrinking; the sleeve shall be long enough to extend a minimum of 2 1/2 inches for Class lE cables and a 1 1/2 inches for nonClass 1E cables beyond ,

the outermost bounds of the damaged area.

Effective August 1, 1984 use of the JRS, MRS, and WRS cable repair sleeve is limited to nonClass IE applications; after this date NJRS cable repair sleeves shall be used on Class IE cables when Option 3 is selected to make cable repairs.

6.2.2.4 Option 4 - Use of Option 4 is limited to non-Class lE applications. Jacket repairs for Class lE should be made using Option 2 or Option 3 only.

This is the least desirable method of repairing

tape.

Step 5 - Cover friction tape with layer of Scotch 33+ tape.

Step 6 - To prevent tape from unwinding, coat with a sealant bonding compound such as Scotch Kote (available from 3M Company).

6.2.3 Shield Repairs Repairing the shield of shielded-low voltage cables shall be accomplished in the following manner:

Step 1 - See general requirements in Section 6.2.1.

Step 2 --Remove the cable jacket and any binding tapes a minimum of 2 inches in each direction from the outermost bounds of the damaged shield area.

Remove damaged section of shield and inspect insulation for damage. If the insulation has been damaged, make repairs using the same procedure as described in Option 2 (see Section 6.2.2) prior to repairing the shield.

Note: Wrap the damaged shield area with a new shield (shield shall be the same type of material as the damaged shield) 1 1/2 inches in each direction from the outermost bounds of the damaged area. Where applicable, '

splice the drain wire if it has been damaged or broken.

Step 4 - Apply 3M Company Scotch 33+ tape to each end of the shield to hold firmly in place.

Step 5 - Measure the de resistance of the shield; a reading of 0.01 ohms per foot is acceptable. If the reading is above 0.01 ohms per foot, recheck step 4 to ensure the new shield has good electrical contact with the existing shield. Remeasure the de resistance; refer to EN DES for evaluation if the value is still above 0.01 ohms per foot. If evaluation from EN DES is favorable with recorded reading cognizant engineer will I note this on data sheet REMARKS.

Step 6 - Complete by repairing the jacket in accordance with applicable Option 1 through 4 in Section 6.6.2.

6.2.4 Insulation Repairs Insulation repairs for. low-voltage cables shall be in accordance with the same procedure set forth in section 6.6.2 under Option 2 for jacket repairs. Prior to making the repair, the damaged area shall be carefully inspected for conductor damage; if the conductor is damaged or Option 2 is not feasible the cable shall be spliced or replaced.

Af ter repairing the insulation, complete by repairing the shield (where applicable) and jacket in accordance with Sections 6.2.3 and 6.2.2 respectively.

6.2.5 Cables Having Braided Type Coverings Over the Insulation 6.2.5.1 Minor scuffs or abrasions to braided-type coverings of cables shall be repaired by recoating. A modified silicon saturate (Compound No. 178-918-XMT, black, available from Standard T Chemical Co., 2600 Rickman Terrace, Staten Island, New York, 10303) may be applied to the abraded area of asbestos-covered cables. Other type of braided coverings such as aramid fiber or fiberglass may also be repaired using the same techniques and a compound recommended by the respective cable vendor and approved by EN. DES. Tagging the cable with its unique identifier is not required for repairs of this type.

6.2.5.2 Where damage to the braided jacket ,is severe enough to expose the insulation, the cable shall be replaced or

  • repaired in accordance with Sections 6.1 and 6.2.

7.0 INTRODUCTION

TO RAYCHEM HEAT SHRINKABLE PRODUCTS Raychem.WCSF is a heat shrinkable, flame retarded flexible polyolefin tubing which is especially formulated and tested to withstand the particular environment found in light water reactor nuclear generating stations. It may be supplied in either " coated" or " uncoated" foon.

When coated, the suffix "N" is added to the part designator to indicate that the entire inner surface of.the tubing is covered with an adhesive which is designed to form an environmental seal under normal, off-normal and design basis event (DBE) conditions. Uncoated tubings carry the suffix "U".

I WCSF is rated to 1000 volts. The tubings have been tested and qualified to a 40-year service life at 90*C continuous operating temperature.

' Qualification - Raychem has performed environmental qualification type testing with WCSF-N tubing-in accordance with the guidelines of IEEE Std. 323-1974 and IEEE Std. 383-1974 to qualify WCSF-N for use on Class IE electrical systems within the containment of nuclear generating systems.

Raychem qualification type tests are valid when the tubing is used .

in accordance with the guidelines and the application ranges included in this document. -Use of the product outside the published use ranges may invalidate the applicability of the qualification tests.

The qualification status of Raychem nuclear products is conditional on the substrate materials being capable of maintaining physical and seal integrity under the same conditions to which the Raychem materials are qualified. It is also required that the cable substrates to which Raychem products are applied be clean and degreased a'nd be suitable-sealing surfaces (e.g., woven jackets or. braids are unacceptable' as sealing surfaces in the splice area).

7.1 Selection of Tubing 4

7.1.1 General Requirements Selection of tubing must first be based on whether it is

_ intended for use inside containment, where DBE environmental parameters apply, or outside containment, where no accident environmental performance is required. Tubing application ranges are most restrictive inside containment to ensure qualification for LOCA/MSLB environments. '

7.1.2 Tubing Application Range Determine the diameters 'of both wires to be spliced and the dimensions of the splice hardware to be used. When splicing multi-conductor cable it is important to obtain measurements of both the individual conductors and the outer cable jacket diameters.

outer sleeve approximately 1/4 inch (from the primary insulation 2 inch minimum installation) in order to hold the braided jacket in place or a separate piece may be used. Since this piece is for cosmetic type purpases either type N or U sleeving may be used.

USE RANGE is defined as the range of substrate diameters over which the tubing.is intended for use.

7.1.3 Cable Preparation .

All Raychem shrinkable products are designed to be used on smooth, clean substrates. Glass, asbestos, or similar braids must be removed to. allow a coated part to perform its sealing function. When multiconductor cable jackets are removed, all binders, tapes and fillers should be trimmed back to the jacket.

Af ter making connections, . sharp edges, or protruding wire strands shall be removed using abrasive cloth (i.e., 120 grit aluminum oxide cloth) or by a file.

7.1.4 Installation Technique 7.1.4.1 Heat shrinkable components must be heated uniformly, both circumferentially and lengthwise using an electric hot air heater. Components shall be heated such that 7 they shrink uniformly, and after shrinking, have a. smooth shiny outer surface. When shrinking coated components, an adhesive bead should appear at coated ends indicating that the adhesive has melted and flowed.

7.1.4.2 Tubing Components - Center tubing to be shrunk over

toward one end, then the other. Tubing is " fully recovered" when the outer surface is, smooth and has a .

This instruction contains the procedure for completing the electrical

- (, connections for the incore thermocouples including installation of the

extension wire connector.

NOTE:

r-All insulation resistance (IR) measurements shall be made using an ohameter capable of measuring resistance up to 10 10 ohms with a maximum applied voltage of 100 10V dc.

2. Check all extension wire connections for proper polarity and workmanship.

I Extension wire is to be in accordance with W Specification Sheet 195A785.

3. Slide a 3" piece'of WCSF-115-N onto the extension wire. Install extension wire connector (see Figure 1). Apply LOCKTITE 271 to the screw threads to prevent loosening. Remove all traces of epoxy from the blade surfaces.

I NOTE: Do not attempt to terminate the extension wire shield inside the colinector. The shield must be terminated'(ungrounded) outside the connector. '

4. Shrink the heat shrink into place per Figure 1. Slide a 3-1/2" piece of RNF 100 and 3-1/2" piece of WCSF-200-N heat shrink onto the extension wire.

' Connect thermocouple connector to the corresponding extension wire pair, verifying continuity to the corresponding reference junction terminals in the process. Measure and record IR (with extension wires s disconnected from reference junction terminals).

IR must be greater than 1.9 x lo ohms at 100 volts. Verify results and signoff-inspection on Attachment III, Data Sheet 1.

6. Shrink the heat shrink into place per Figure 1, signoff Raychem Installation on Attachment III,-Data Sheet 1.
