The Fire Brigade Training Program represents a comprehensive course of study for Fire Brigade personnel at all nuclear sites and is designed to develop,

maintain, or improve the skills and knowledge necessary to satisfactorily perform assigned tasks.
2. 0

~0PE This Procedure establishes standard methods for training program administration and brigade member qualification. It also establishes minimum requirements and implementing methods for periodic retraining of Fire Brigade personnel.

The requirements of this Procedure apply as indicated to persons who vill perform duties as Fire Brigade personnel.

Each fire brigade member shall receive special medical approval, prior to training and 'annually thereafter, for the ability to perform strenuous physical activity (S-4) or (S-7); special medical approval for the ability to wear special respiratory equipment (S-3) and special medical approval for unescorted access to nuclear plants (S-1) including alcohol and drug tests.

Also any fire brigade member. or brigade leader designated to drive and/or, operate the apparatus must.

have special medical. approval. for operating. heavy and/or, special light vehicles and (S-5).

The program shall consist of classroom instruction and practical exercises to include actual fire extinguishment and use of firefighting and related equipment under strenuous conditions encountered in firefighting as well as specialized rescue and non-nuclear hazardous materials incident response.

The program will include initial training, recurrent training and refresher training.

This does not include HBN Units 1 and 2.

The Fire Brigade Incident Command Recurrent Training shall be attended each year.

Training is due twelve months from the last training date.

A grace period extends to the end of the calendar quarter in which training is due.

The fire brigade member and leader shall attend refresher training each year.

This training is due once each calendar year.

Emergency Medical Refresher is a

program to recertify fire brigade personnel in the techniques of cardiopulmonary resuscitation and medical refresher training.

This training is conducted on site by Medical Services or a

designated representative.

)1.0 TR L FIRE BRI ADE MEMBER This course consists of both classroom and practical activities emphasizing those skills and related information necessary to develop the recruit fire brigade member into a functional member of a nuclear plant emergency response team.

This course meets the Performance Standards for Fire Suppression Training of Industrial Fire Brigade Members and Emergency Responders at the Advanced Interior/Exterior II level.

The instructor's supervisor shall determine, depending on the nature and degree of the failure, whether the test may be repeated.

If the trainee scores at least 80%

on the second test, he/she may be returned to training. If not, the instructor's supervisor shall then recommend appropriate action to the trainee's supervisor.

A program to introduce the fire brigade trainee to the knowledge and skills required for the successful handling of incidents involving hazardous materials at TVA's nuclear facilities.

Topics covered include:

recognition and identification of hazardous materials, scene organization and

control, chemical classification of hazardous materials, TVA's Right to Know Program, radiological response and control, levels of protective clothing, diking and spill containment as well as the principles of decontamination.

This program builds on the firefighter programs.

rescue, rescue from upper and lower elevations, and.the procedures. for handling victims involved with electrical hazards.

The program includes classroom and hands-on training including a minimum of ten hours in a hospital emergency room.

6.0 FXRE BRI ADE LEADER A program to provide the Fire Brigade Leader with the knowledge and skills required to perform the first level of command at a fire incident as well as supervise and direct the activities of emergency personnel during an incident.

Each session is conducted at the Fire Training Center,.Nickajack.

These exercises provide actual practice in fighting fires similar. in nature to that which may be encountered during a plant fire emergency.

These sessions provide experience in fire extinguishment under strenuous conditions encountered in firefighting.

Annual fire brigade training also includes confined space rescue nd hazardous material response refresher training.

brigade, and selection, placement and use of required equipment; 2) each fire brigade members 'nowledge of his/her role in firefighting strategy and ability to conform with established procedures; 3) each fire brigade member's ability to use firefighting and emergency equipment in a manner similar to that of a real fire and 4) the fire brigade leader's ability to direct the firefighting effort as to thoroughness, accuracy and effectiveness.

Written critiques of each drill are prepared to assess the fire brigade's and individual member's performance.

At three-year intervals, a randomly selected, unannounced drill is critiqued by consultants performing a triennial audit of the fire protection and,prevention program.
