ENCLOSURE 2 ATTACHMENT 2 SEQUOYAH NUCLEAR PLANT UNIT 2 BASIS FOR USING SUBCATEGORY REPORT NUMBER 22600 During the week of February 15, 1988, the NRC-reviewers for Observation CEB-16 rejected TVA's proposed resolution of six-electrical conduit issues which utilized the experience data concept for qualification provided by EQE, Inc. TVA provided additional information for NRC review during the ensuing week. On one of those issues involving seismic interaction, the NRC has subsequently asked TVA to identify the issue / program which resolved the seismie interaction concerns. Seismic interaction concerns were addressed in Engineering Subcategory Report number 22600, Seismic Interaction Design. This was prepared to address Employee Concerns regarding lighting fixtures that could become falling or swinging nissiles during a seismic event and could damage Category I equipment. NRC has reviewed Subcategory Report 22600 with regard to the lighting fixtures and has accepted the TVA corrective action program. However, when reviewing the program, the evaluation team identified other items associated with the seismic interaction program apart from the lighting fixture specific issue. The specific issue of swinging light fixtures identified unacceptable interactiono which have now been dispositioned. Documentation showing this includes FCR 4636 ECN L5599, and Work plan 12186. Section 4.2.1, Detailed Findings For SQN, states that NRC General Design Criterion 4 requires that Category I structures, systems and components (of which electrical conduit is a subsystem of the electrical system) "be appropriately protected against dynamic effects.... and that the SQN commitment to comply with this criterion is contained in FSAR Section 3.2." Section 4.2.1 goes on to address the seismic interaction issue by recognizing that position C-2 of Regulatory Guide 1.29, "Seismic Design Classification," states that those portions of structures, systems, or components that are non-Category I, i.e., Category I(L), but whose failure could reduce the functioning of.s Category I item to an unacceptable safety level, should be designed and constructed so that the Safe Shutdown Earthquake (SSE) would not cause such f ailure. SQN commitment to comply with this regulatory guide is contained in FSAR Section 3.2.1. One portion of Section 4.2.1 describes the Seismic Interaction Program For SON (page 10 of 45) and is not specifically restricted to the support of lighting fixtures. Therefore, conduit will be considered, i _m_ It is convenient to refer to the summary of findings given in Attachment B of Subcategory Report No. 22600 to see that peripheral findings mention the following documents (which will include conduit) and vhich TVA has committed to provide, complete, or amend to resolve seismic interaction concerns: o Technical Instruction TI-98, RO o CEB DI 121.03, R1 o SCR SQNMEB 8610 o Calculation CEB-CAS-214 During the meetings at TVA (week of February 15, 1988) two points were made, documentation provided, and agreements reached:
- 1. All divisional conduit is supported to Category I requirements, so the issue is solely a two-over-one concern.
- 2. Only one case was identified in a plant walkdown of intermixing rod supports with rigid supports and calculations were provided to qualify this unique situation.
At the beginning of the exit meeting for EQE issues at SQN, the NRC was provided with TVA's response to six EQE issues, including seven attachments. One of the six conduit issues, finger clamps, was not complete at the time of the exit but has now been submitted. Attachment 4 of that package provided information on corrective action that was completed to resolve several conduit interactions that had been identified and which are the subject of this response. Attachment 4 is included again (herewith) for NRC convenience. TVA feels that this issue should be closed insofar as restart is concerned. In summary, TVA has provided evidence that the seismic interaction issue has been satisfactorily dispositioned for restart. A long-term generic program has been outlined in Subcategory Report 22600 to deal with all seismic interaction concerns, including conduit. The specific portions of Subcategory Report 22600 which address the long-term program are paragraphs 4.2.1, 5, and 6, and Attachment B.
