Dear Mr. Zeringue:

l By letter dated December 11,1996, you submitted Technical Specification Change No. 386 to i revise the Appendix A Technical Specifications Limiting Safety System Setting 2.2.A. The proposed change would increase the main steam safety / relief valve set point tolerance to *3%

from the current *11 pound per square inch (approximately 1%).

l The Tennessee Valley Authority (TVA) has not established a restart date for Browns Ferry l Nuclear Plant, Unit 1 (BFNP-1); however, TVA committed to perform the transient analyses l required to support the proposed change prior to Unit i restart.

TVA, by a separate application,' has proposed conversion of the Unit 1 current Technical Specifications to the improved Standard Technical Specification (ISTS) format. The proposed ISTS for Unit 1 also includes the proposed safety / relief valve set point tolerance increase. /

Furthermore, TVA has proposed a license condition2 to be incorporated in the Unit 1 Operating License when the ISTS are issued regarding the actions TVA must complete prior to Unit 1 f restart. Therefore, we are denying the change proposed for Browns Ferry Unit 1 in your i December 11,1996, application, and instead, will consider the proposed set point tolerance increase in our review of the ISTS.
