NUCLEAR RADIATION CENTER REACTOR STAFF REQUALIFICATION PROGRAM The staff of the U.S. Nuclear Regulatory Commission (NRC) has reviewed the revised Reactor Staff Requalification Program for the Washington State University Nuclear Radiation Center submitted on July 28, 1987. The program was reviewed against the criteria in 10 CFR Part 55 as well as ANSI /ANS-15.4,

" Selection and Training of Personnel for Research Reactors." Use of the latter document is supported by Generic Letter No.83-12A from D. Eisenhut on July 11, 1983. ,

Based on its review, the staff concludes that the program does not fully satisfy the requirements and guidelines of the above-mentioned documents.

Accordingly, we request that you revise the program to include the additional information identified in the enclosed Request for Additional Information within 30 days of the date of this letter. Following receipt of your revisions, the staff will continue its review. If you have any questions, please contact me at 301-492-8207.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.96-511.

l Staff Requalification Program BACKGROUND On May 1, 1987, Washington State University submitted its revised Reactor Staff Requalification Program to the NRC. However, that submittal did not consider the recent revisions to 10 CFR 55; the licensee therefore submitted a revision of the requalification program by letter dated July 28, 1987. The staff has reviewed the latter program description and finds that it lacks specificity with respect to operations certification and record retention.

QUARTERLY OPERATIONS CERTIFICATION This portion of the licensee's submittal states only that licensed reactor operators must perform one startup and one shutdown. ANSI /ANS 15.4 requires ten reactivity manipulations in any combination of reactor startups, shutdowns, or significant reactivity changes. 10CFR55.59(c)(3)(i) states that the requalification program must contain a commitment that each individual shall perform or participate in a combination of reactivity control manipulations based on availability of plant equipment and systems.

Performing one startup and one shutdown does not meet either criterion.

Licensee must require performance of control manipulations such that the program meets one of the review criteria.

TRAINING RECORDS Licensee's program description states that training record files shall be maintained; however, there is no indication of the length of time that these files will be kept, except in the case of examinations. Section(5)(i)of 10 CFR 55.59 requires that records be kept until the operator's license is renewed. Licensee must state the record retention period for these training records.
