Gentlemen:

This letter refers:to the routine safeguards inspection of your activities

authorized under NRC License'No. R-76 conducted by Mr. A. V.~Wieder~of this

-

office on June 4 and 5, 1986. It also refers to the discussion of his

inspection' findings with Dr. Wilson on. June 5 and June 20, 1986.

The inspection included examination of activities related to Safeguarding

special nuclear material as described in the-enclosed inspection report.

Within these areas, the inspection consisted of selective examinations of:

procedures and records,' interviews with facility staff and inspector

observations. '

Based on the results of this inspection, it appears that one of your

activities was not conducted.in full compliance with NRC requirements, as set

forth in the Notice of' Violation enclosed as Appendix A to this letter. The

item has been categorized into a severity level as described in the NRC

Enforcement Policy,'10 CFR Part'2l' Appendix C.

Your r'esponse to this'Nhtics is to be' submitted in accordance with the

provisions of 10 CFR'2.201:as-stated'ini Appendix A, Notice of Violation.

In accordance 'with Section 2.790(d)' of 'NRC's " Rules of Practice," Part 2,

Title.10 Code of Federal Regulatioas, documentation of the findings of your

safeguards'and security procedures are exempt from public disclosure;

therefore, the enclosed inspection. report, the enclosed notice of violation

and your response thereto will not be placed in the Public Document Room and

,r'eceive limited distribution.

We have determined that the enclosures so designated contain Safeguards

Information and therefore are subject to the controls of 10 CFR 73.21.

The response directed by this= letter and the enclosed Notice are not subject

to the clearance procedures of the Office of Management and Budget as required

by the Paperwerk Reduction Act of 1980, PL 96-511.
