Dear Dr. Wilson:

The Nuclear Regulatory Commission considers licensed Reactor Operators and ,

Senior Reactor Operators to be a vital factor in the protection of the health 4 and safety of the public. They are also, of course, a vital factor in preventing damage to your facilities.

In recognition of the important role licensed operators fulfill in protecting the public, the Comission has directed that a certificate suitable for 1 i framing be issued to each such operator. In response to this Comission i direction, it is my pleasure to forward to you for presentation, a certificate j for Brian F. Bunce. ,

It is noted that only one Reactor Operator or Senior Reactor Operator certificate will be issued to an individual. It is also noted that the  ;

! certificate is a recognition of achievement, not a license. Accordingly, l present requirements relating to issuance and renawal of licenses remain l j unchanged, and the actual license or renewal authority will be issued as a t j letter.
