Interim Report 21 covering tha 90-day period from August 23, 1981, to November 22, 1981, reported the completion of the majority  !

of tests at 100% of plant load. Significant power levels or appropriate plant conditions required for rem 61ning tests have not been achieved since then. During the period covered by this report,  :

the reactor did not operate above 80% power. The reactor is i currently limited to 82% power by the Nuclear Regulatory Commission. )

No farther initial approach'to power tests were performed during the l 90-day period ending February 4,1989. i Further interim reports will report the results of any startup tests which will remain in the "open" status.
