NO SIGNIFICANT HAZARDS CONSIDERATION ANALYSIS Description of Amendment Request:

This Amendment request' is prompted by the announcement by PSC on August 29, 1989 of the end of operations at Fort St. Vrain. The plant has been in a shutdown condition since August 18, 1989 and will not be operated (above 2% of full power) for electric power production again.

Basis for No Significant Hazards Determination:

The proposed change does not involve any significant hazards because operation of FSV in accordance with this change would not:

1. involve a significant increase in the probability or <

consequences of an accident previously evaluated. The shutdown of Fort St. Vrain does not adversely affect any plant system design or function, nor does it adversely affect safety.

2. create the possibility of a new or different kind of accident from any accident previously evaluated. The shutdown of Fort St. Vrain does not result in any new failure modes.
3. involve a significant reduction in a margin of safety. The shutdown of Fort St. Vrain has no adverse effects on any margin of safety.

Additionally, the restriction prohibiting operation above 2% of full power in the current license is maintained; this proposed change moves the date after which this restriction applies from^on or before June 30, 1990 to after August 18, 1989. This 2% power restriction further avoids any significant hazards. Although PSC does not intend to take the reactor critical after final shutdown, any unforeseen circumstances requiring criticality woulo be accommodated by the 2%

power level restriction. Long term operation at 2% power or any other power level is not being proposed. Remaining below 2% avoids any significant heat being added to the core.
