Plant operating precedures establish plant ooerating l conditions with at least the capability and performance specified in l these Limiting Conditions for Operation.

l There are two basic types of ACTION requirements.

The first l

specifies the remedial measures that permit continued l

operation of the facility which is not further restricted by L

l the time limits of the ACTION requirements. An nample of i

l this is the ACTION to be taken for inoperable wismic i

monitors.

In this case, conformance to Lhe ACTION l

requirements provides an acceptable level of safety for l

unlimited continued -operation as long as the ACTION requirements continue to be met.

The second type of ACTION l

requirement specifies a time limit in which conformance to J

l the conditions of the Limiting Condition for Operation must l

be met. This time limit is the allowable outage time to l

restore an inoperable system or component to OPERABLE status l

or for restoring parameters within specified limits.

If j

l these actions are not completed within the allowable outige l

l time limits, a shutdown is required to place the facility in l

l a MODE or condition in which the specification no longer l

l applies.

It is not intended that the shutdown ACTION l

l requirements be used as an operational convenience which l

permits (routine) voluntary removal of a system (s) or l

component (s) from service in lieu of other alternatives that 1

l would not result in redundant systems or components being l

inoperable.

l The specified time limits of the ACTION requirements are l

applicable from the point in time it is identified that a l

l Limiting Condition for Opereticn is not met. The time l

those circumstances not directly provided for in the ACTION l

statements and whose occurrenes wouid violate the intent of l

a specification.

l The purpose of this specification is to delineate the time l

limits for placing the unit in a SHUTDOWN MODE when plant l

operation carnot be maintained within the limits for safe l-operation defined by the Limiting Conditions for Operation l

and its ACTION requirements.

It is not intended to be used l

as an operational convenience which permits (routine) l volunta ry removal of redundant systems or components from l

service in lieu of other alternatives that would not result l

in redur.Jant systems or components being inoperable. One l

hour is allowed to prepare for an orderly shutdewn before l

initiating a change in plant operation.

This time permits I

the operator to coordinate the reduction in electrical l

generation with the load dispatcher to ensure the stability l

and availability of the electrical grid.

The time limits l

specified to reach lower MODES of operation permit the l

shutdown to proceed in a controlled and orderly manner that I

is well within the specified maximum cooldown rate and l

within the cooldown capabilities of the facility assuming l

only the minimum required equipment is OPERABLE.

reduces thermal stresses on components and the potential for l

a plant upset that could challenge safety systems under l

conditions for which this specification applies, t

New' Specification 3/4.1.9 replaces Interim Specification 3/4.1.9 and l J is derived from TSUP Specification 3/4.1.6.2 Variations between L ' 1, are editorial in nature and do not affect the technical content. the TSUP specification and this proposal, as described in Attachment Control rods and reserve shutdown material cannot physically be inserted in defueled regions because of the difference between defueling blocks and fuel blocks. for this reason, the clarification that the requirements only apply to fueled regions was added to Specification 3/4.1.9. An exception was added to the applicability of Specification 3/4.1.9. - When all control rod pairs have been withdrawn without resulting in reactor criticality, as determined with a calculated k(eff) not exceeding 0.95 assuming all. conditions specified in SR 4.1.4, the probability of the reactor going critical is negligible (Ref. the Defueling Safety Analysis Report, GA-C19694). For this reason, Specification 3/4.1.9 is no longer applicable under these circumstances. l Based on the evaluation conducted in Reference (3) on the differences between the current Technical Specifications and the TSUP, the acceptability to the NRC of these differences, and the evaluation of i the differences between this proposed amendment and the applicable TSUP sections above, this amendment proposal involves no significant hazards because operation of Fort St. Vrain in accordance with this l ' amendment proposal would not:

1) involve a significant increase in the probability or consequences j

of an accident previously evaluated; or i

2) create the possibility of a new or different kind of accident from any accident previously evaluated; or
3) involve a significant reduction in a margin of safety.

Therefore, it is concluded that operation of Fort St. Vrain, in accordance with the proposed changes, will involve no significant hazards consideration. PSC considers the proposed changes to be an improvement in the overall plant reliability and safety as the new limiting conditions for operation and surveillances are designed to improve reactivity control. The majority of these changes have been previously reviewed by the NRC during the TSUP review process....
