SUMMARY

OF MEETING TO DISCUSS THE ABILITY OF THE PRESSURIZER SURGE LINE AT SOUTH TEXAS 1 (STP-1) AND 2 (STP-2) TO WITHSTAND THE EFFECTS OF THERMAL STRATIFICATION.

The subject meeting was held on November 30, 1988. The enclosure is the list of attendees.

BACKGROU,ND The licensee for the Trojan Plant has observed unexpected novement of the

. pressurizer surge line during inspections performad at each refueling outage since 1982, when monitoring of the line movemer,ts began. During the last refueling outage, the licensee found that in addition to unexpected gap closures in the pipe whip restraints, the piping actually contacted two restraints. The most'recent investigation by the licensee confirmed that the movement of piping was caused by themal stratification in the line. This phenotrenon was not considered in the origiral piping design. On October 7, 1988, the staff issued Information Notice 88-80, " Unexpected Piping Movement Attributed to Thermal Stratification," regarding the Trojan experience. Other licensees have also noticed larger than expected displacement of their pressurizer surge lines.

The staff developed a proposed course of action in late 1988 and was preparing to publish an NRC Bulletin (88-11) shortly before planned issuerce of the low power license.for STP-2. Further, the staff's position regarding resolution of the issue was that it had to be done before plant licensing.

MEETING

SUMMARY

At the November 30, 1988 meeting, the licensee and representatives from Westinghouse informed the staff of progress made in addressing the issue for South Texas. Since the units at South Texas are duplicates of each other, the discussion and results applied to both units.

The methodology and results to date in substantiating the design basis life of 40 years were presented. The discussions concentrated in the areas of design documentation, thermal hydraulics and stratification, monitoring programs, operations survey, heat transfer and stress analysis, stratification profiles, transient types, heatup-coodown transients, and design transients w/stratifice-tion. Because the discussions involved proprietary information, no information is included with this meeting sumtrary. However a copy of the handout is retained in the project manager's files. During the course of the meeting, the staff provided comments and ask questions for clarification of the presentation. At 8909110186 890905 ( /

the end of the meeting, the licensee committed to submit the study on the docket. The submittal was made on December 9, 1988 and was the basis for the staff review for the low power license. The results of staff's review is reported in section 5.2.1 of the Safety Evaluation Report related to the operation of South Texas Project, Unit 2, (NUREG-0781), Supplement 6 (January 1989).

Auditional information on the subject of thermal stratification in the pressurizer surge line for South Texas may be found in the licensee's submittals of: January 17, 1989, February 1,1989, and February 15, 1989; NRC Bulletin No. 88-11 (December 20,1988); and Supplement 7 to NUREG-0781 (March 1989).
