DCS No: 50293861119 Date: November 19, 1986 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-I-86-92A This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region I staff on this date.

LOSS OF 0FFSITE POWER This updates the initial notification from Region I regarding the Pilgrim loss of offsite power event.

By about 11:30 a.m., November 19, 1986, both normal offsite power supplies had been restored and non-vital-loads were transferred to offsite power. Normal offsite power to both vital buses was restored at 12:38 p.m.. The licensee is performing the monthly full load surveillance test on both diesel generators to remove carbon deposits in the Gngines which may have sccumulated because of their running at low load. The cause of the loss of offsite power has not been determined and the licensee's investigation is continuing.

The ENS was returned to service shortly ~after offsite power was restored to the station. The continuous open phone link between NRC Headquarters, Region I and the licensee was secured following the restoration of normal power to the vital buses.

The Commonwealth of Massachusetts has been informed.

This is the final update to the Preliminary Notification regarding this event. The residents will be following the licensee's investigation and corrective actions and report on these areas in a routine inspection report.
