The information is as initially received without verification or evaluation, and is basically all that is known by the Region I staff on this date.

Subject:

REACTOR REFUELING Boston Edison Company is scheduled to start reloading fuel into the core of its Pilgrim plant during the weekend of September 26-27, 1987. Licensee plans currently call for moving new fuel from the fuel storage vault into the fuel pool starting late Friday, and movement of irradiated fuel into the reactor core beginning late Saturday.

Resident and Region-based inspectors will be monitoring licensee activities during refusiing operations.

The plant has been shut down since April 1986 for maintenance, and to make program improvements. The reactor has been defueled since February 1987. The licensee is under a long-standing Confirmatory Action Letter requiring them to obtain NRC approval before restart of the reactor. The licensee's schedule indicates it may be ready to restart the plant in 6-12 weeks.

The Commonwealth of Massachusetts has been notified.

Heavy media and public interest is anticipated regarding this activity.
