-PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL' OCCURRENCE--PNO-I-87-1058.

This preliminary notification constitutes EARLY notice of events of.POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region I staff on this date.

LOSS OF 0FFSITE POWER (UPDATE)

At around 11:15 p.m., 11/12/87, offsite power was reestablished to vital and non-vital

' buses via back-feeding through the main and auxiliary transformers. As of 7:00 a.m., -

11/13/87, the A Emergency Diesel Generator (EDG) is still running supplying power to its associated vital bus and the B EDG is being prepared for testing. Thus far, the licensee has identified no equipment damage associated with the loss of power. The loss of power on 11/12/87 is still believed to be associated with icing in the switchyard.

The weather conditions have stabilized. The licensee has completed spray down of the switchyard and insulators and has completed troubleshooting of the startup transformer with no problems identified.

During the event, moderator temperature trended down from approxin.ately 183 F to 170 F.

Control room temperature reached approximately 90 F.

Two resident inspectors and a Region I Section Chief remained onsite monitoring licensee actions until offsite power was reestablished and offsite power reliability was verified. Two additional resident inspectors and a Section Chief are in the area and available to the site.

' A temporary air compressor has been moved onsite and is available to tie into the plant air system t'o provide a backup to the installed essential and nonessential plant systems if required.

The Commonwealth of Massachusetts has been updated on the plant status as of 12:25 a.m., 11/13/87.

There has been significant media interest in the event. Region I partially manned the incident response center throughout the event until 4:00 a.m on 11/13/87.
