ENCLOSURE A PILGRIM CORE SHROUD INSPECTION PLAN BACKGROUND Boston Edison Company (BECo) completed a core shroud modification during refueling outage (RFO) 10 in response to GL 94-03. BECo examined the core shroud modification daring RFO 11 in accordance with BWRVIP-07 " Guidelines for Reinspection of BWR Core Shrouds", EPRI TR-105747, s dated February - 1996, whien addresses NRC SER requirements and recommendations. The following RFO 12 examination plan is developed based on BWRVIP guidelines. ,

CORE SHROUD AND SHROUD SUPPORT

-e Visual examinaiion of shroud vertical welds with the intent of completing 50% of the total length baselins examination. This examination will complement an ultrasonic examination performed in RFO 11. The examination ~ will be a EVT-1 and follow the guidelines of BWRVIP-03.

.~ Visual examination by VT 3 of-the three remaining repair hardware assemblies. This examination will be performed to the attributes in BWRVIP-07. l e Visual examination by '

. Visual baseline examination by EVT-1 of 10% of the accessible H9 weld assembly following the guidelines of BWRVIP-38.

JET PUMP ASSEMBLY e All beam bolts will be ultrasonically examined as a baseline. This will include locations BB-1 and BB-2 of BWRVIP-41.

  • Five of the RS-3 welds (riser pipe to transition piece) will be visually examined to EVT-1 as stated in SWRVIP-41 i

e The general condition of 50% of the jet pumps will be examined per Boston Edison l

. specifica 5ns.

. The Riser Brace on 18 jet pumps (all except 3 and 5) will M examined by EVT-1. This ,

exceeds the scope of BWRVIP -41 due to the status of the swing gates and set screws. )

. The set screw gaps will be measured on Jet pumps 1,2,8,10,12,13,14,15,16,17,18, 19, and 20.

  • Swing gates that were found not engaged in RFO 11 will be inspected, these are; 1,4, 6, 7, 8,9,16, and 17.

e The remaining 3 sets of Core Plate wedges will be examined for proper installation as part of the Shroud repair examination.

CORE SPRAY INTERNAL PIPING AND SPARGER EXAMINATIONS RACKGROUND NRC IE Bulletin 80-13 requires in'spections of core spray spargers and piping between the inlet nozzle and the vessel shroud during each refuc':ng outage. In the event cracks are identified, an evaluation shall be submitted to the NRC for review and approval pncr to retum to operation.

The 3 oiling Water Reactor Vessel and Intemals Project has developed guidelines, "BWR Core

' Spray Intemals Inspection and Flaw Evaluation Guidelines" (BWRVIP-18), Ated July 1996.

Based on BWRVIP-18 guidelines and NRC Bulletin'80-13, BECo completed examination of ,

core spray intemal piping during RFO 11 and resolved examination findings. On October 15, 1998, BECo presented to the NRC staff Pilgrim-specific tecnniques for the examination of core q spray piping weld P-9 and subsequently demonstrated the examination tecnnique at the I GE/EPRI facility on February 8,1999, in line with our commitment to provide a plan for I reinspection and repair of core spray piping intemals (TAC NO. M93398 and BECo letter No. j 2.97-033, dated March 18,1997). The following examination plan is developed in accordance J with BWRVIP-18 guidelines.

CORE SPRAY PIPING

+ All welds with ultrasonic indications from RFO 11 will be reexamined by ultrasonic methods; welds without ultrasonic indications will not be examined in RFO 12. This follows guidelines established in BWRVIP-18.

  • Welds which could only be visually examined in RFO 11, will be reexamined by EVT 1
  • All four P-9 welds will b9 ultrasonically examined.

CORE SPRAY SPARGERS. SfARGER BRACKETS. CORE SPRAY PIPING BRACKETS l

. No examinations are planned in RFO 12 REPORTING OF INSPECTION RESULTS The inspection results will be reported to the NRC as an attachment to the ASME Section XI refueling outage report, and in accordance with IE Bulletin,80-13.
