SUMMARY

OF GE0 TECHNICAL SITE VISIT JULY 10-11, 1985 On July 10-11, 1985, the staff met with the applicant and its representatives at the Vogtle site to audit the applicant's compaction control records, view clay marl core samples recovered in borings, review the current settlement data, and discuss the geotechnical verification program. The participants are listed in Enclosure 1. Enclosure 2 contains the slides used in the applicant's presentation. The applicant discussed its latest boring program for investigating and installing observation wells in the clay marl layer. The applicant indicated that 3 borings were made in the northwest and southeast corners of the power block area. The applicant indicated that the screened depth intervals in well cluster A (nos. 900, 901 and 902) are 134 feet to 145 feet, 128 feet to 122 feet, and 108 feet to 102 feet. The depth intervals for screens in well cluster B (nos. 903, 904 and 905) are 133 feet to 127 feet, 116 feet to 110 feet, and 96 feet to 90 feet. The staff inspected the core samples of clay marl recovered in the borings for well nos. 900 through 905. The observed samples showed the clay marl to be hard, impervious and to have good core recovery. The boring logs, which will include the results of in situ permeability testing, are being typed for submittal to the staff. The applicant stated that this submittal would be provided around August 19, 1985, and will include details of a typical well installation including the gradat 9 of the filter material.* The applicant also discussed its geotechnical verification program which includes a reassessment of the site's liquefaction potential. The applicant stated that it would forward to the staff a letter from Dr. Seed reanalyzing liquefaction potential based on blow counts recorded in the placed backfill. The applicant asked the staff to reconsider the requirement for confirmatory laboratory testing of the remaining backfill (SER page 2-59) in light of the standard penetration test (SPT) results which showed the already placed back-fill to be uniform and well compacted. The staff agreed the SPT results were impressive and reflective of a plant fill with very good engineering properties and that a formal request to the NRC to delete the SER requirement would be supported by the staff geotechnical reviewer, provided the higher maximum densities established in the June 1984, confirmatory test program were continued to be used in calculating the percent compaction of the plant fill. The staff audited the compaction control test results up to November 1984, (test no. 11,993) and found the results acceptable. Enclosure 3 provides a sample calculation for recomputing the wrcent compaction based on the higher densities obtained in the June 1984, confirmatory test program. 8509120259 850909 PDR A ADOCK 05000424 ppg

The staff also reviewed updated settlement graphs. The observed data show settlements to be essentially stablizing with no significant trends or increases in settlement. A slight increase in the settlement slope recorded for the Unit 2 reactor was observed and is reflecting the fill placement operations in the area of Unit 2 structures. Melanie A.
