Proposed Changes to Section 7 of the Fort St. Vrain Technical Specifications

Dear Mr. Berkow:

This letter is to propose changes to the Administrative Controls Section of the Fort St. Vrain Technical Specifications. These changes will void the changes proposed in Reference 1 concerning Administrative Controls.

The addition of a formalized Fuel Surveillance Program, Section 7.7 of the Fort St. Vrain Technical Specifications, will remain as proposed in Reference 1.

A summary of the proposed changes is provided in Attachment 1, the changes themselves in Attachment 2, and an evaluation of Significant Hazards Consideration in Attachment 3.
