TEXAS A&M UNIVERSITY SYSTEM NUCLEAR SCIENCE CENTER EMERGENCY The staff, in accordance with the requirements of 10 CFR 50.54(q), has reviewed your request of February 24, 1987, to modify the Emergency Plan for the Texas A&M University System Nuclear Science Center. Your proposal to change the annual renewal of agreements with offsite support agencies to a multiple year or open renewal of agreements would decrease the effectiveness of. the currently l approved emergency plan and is, therefore, unacceptable for the reasons cited below.
Two aspects of an emergency plan that contribute to an overall high level of preparedness are the annual training that is provided to offsite participants and the renewal of agreements. The purpose of training is to provide individuals who can respond promptly to an emergency, assess the status and provide support to correct and mitigate the consequences of the accident. The purpose of the periodic renewal of agreements is to provide an understanding of the delegation of responsibilities and the expected actions of the participating agencies.
Annual training does not ensure that the licensee will be made aware of changes in the offsite organizations. Changes in management, concept of operations, capabilities, availability, etc. could have an impact on the support which the i I
licensee expects. Periodic renewal of agreements provides an opportunity to assure that any changes in an organization will not affect the ability or willingness to provide the expected support.
According to the Emergency Plan, the exercises with offsite participants are conducted on a biennial frequency. Discussions to schedule those exercises would include such topics as the duties and responsibilities of each 870406o012 870330 PDR ADOCK 05000128 p PDR
