Gentlemen:

This refers to the inspection conducted by Messrs. H. D. Chaney and B. Murray

of this office during the period April 11-12, 1988, of the activities

authorized by NRC Operating License R-83 for Texas A&M University TRIGA

reactor, and to the discussion of our findings with Dr. F. D. Jennings and

other members of your staff at the conclusion of the inspection.

Areas examined during the inspection included independent measurements of the

radiation spectrum from reactor Beam Port No.- 1, a review of the high radiation

area controls for experiments, radiological surveys, and interviews with

personnel involved in the neutron diffraction experiment performed during

August to December 1987. This inspection is a continuance of the NRC

inspection documented in NRC Inspection Report 50-128/88-01 andthesubjectof

an enforcement conference with you in the Region IV office on April 5, 1988.

Within these areas, the inspection consisted of selective examination of

procedures and representative records, interviews with personnel, and

observations by the NRC inspectors. The inspection findings are documented in

the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

apparent vio... ion of NRC requirements. This matter, which is discussed in

paraguph 3 of the inspectinn report, is under NHC review and will be

addressed in separate correspondcnce. In addition, two previous inspection

findings which were identified as apparent violations in NRC Inspection

Report 50-128/88-01 (128/8801-01 and 128/8801-05) were reviewed during this

inspection and were determined not to be classified as violations.
