SUMMARY

OF MEETING ON EMERGENCY PLAN ON SEPTEMBER 3, 1986 The meeting attendees are shown in Enclosure 1. The discussions involved a detailed examinaticn of the draft emergency plan.

Discussion:

The purpose of the meeting was to discuss Revision 2 of the South Texas Project emergency plan. The plan was reviewed against the criteria in NUREG-0654, FEMA-REP-1, Revision 1. A summary of the observations follows:

- Lists of local organizations in the Introduction section, Assignment of Responsibility section and in block diagrams were inconsistent.

Some Letters of Agreement were missing.

- The notification method and division of responsibility for the State of Texas was confusing.

- The block diagrams were sometines inconsistent with description of organizction in the text.

- The title of some individuals were incorrect, especially the Radiological Manager vs. Radiological Director.

Shift staffing did not match Table B-1 guidance. -

- The Emergency Action Level scheme was incomplete.

- The time of notification of the NRC was misleading.

- Some references to tables and figures were incorrect.

Description of assembly areas were not clear.

The discussion of the Media Information Center and its -

staff was not clear.

- Peteorlogical data transmission was not clear.

Training requirements for emergency organization members were confusing. Frequency was not always specified.

In addition to these main observations, several typographical and grammatical errors were noted. Further description of some areas were also requested.

The applicant provided new maps to be inserted into the emergency plan and indicated that all of the implementing procedures were being completely revised. The applicant agreed to submit a new draft of the emergency classification procedure by the end of September 1986 and a new revision of the emergency plan by October 15, 1986.
