Results: The licensee was in compliance with NRC requirements in the areas examined during the inspe'ction.

2. MC#30703 - Exit Interview The inspector met with licensee representatives (denoted in paragraph 1) at the conclusion of the inspection on May 2, 1986, and summarized the scope and findings of the inspection.

At no time during the inspection was written material provided to the licensee.

3. MC#81018 - Security Plan and Implementing Procedures The licensee was in the process of revising the Security Plan to incorporate previous license e nditions into the Plan, to reflect recent construction activities in the protected area and to incorporate changes agreed upon by the licensee and NRC-NMSS personnel during a meeting on February 26, 1986. The licensee stated the revised Plan would be submit-ted to.the NRC for review on or before June 1, 1986. The inspector rev.iewed.

the executive summary being prepared for submittal with the Plan revision.

4. MC#81022 - Security Organization The inspector reviewed security personnel staffing and confirmed that sufficient personnel are available to meet the NRC-approved physical security plan.
5. MC#81038 - Records and Reports The inspector reviewed the Protected Area visitor Access Contrul Register for the period of April 28-May 2, 1986, Security Incident reports, testing and maintenance records generated since the last inspection, and records of lock, key and combinations changes for 1985 and 1986 to date. All records were found to be well maintained and completed in accordance with the NRC-approved physical security plan and the licensee's implementing procedures.
6. MC#81046 - Locks, Keys and Combinations The inspector observed both protected and material access area locks, keys and/or combinations in controlled use during this inspection and confirmed conformance with the NRC-approved physical security plan and the licensee's implementing procedures.

7. MC#81052 - Physical Barriers -Protected Areas The inspector observed all fence and structural barriers forming the protected area perimeter and found them in conformance with the NRC-approved security plan.
8. MC#81054 - Physical Barriers - Material Access Areas The inspector observed the interior and exterior barrier features of the East and South plant buildings and found them in accordance with the NRC-approved security plan.
9. MC#81064 - Compensatory Measures The inspector observed the implementation of compensatory measures in conjunction with an ongoing construction project in the protected area.

These measures were found to be in conformance with the NRC-approved physical security plan, safeguards contingency plan and the licensee's implementing procedures.

10. MC#81066 - Assessment Aids The inspector observed the various assessment aids used in the CAS and SAS and confirmed that they were in conforr{ance with the NRC-approved security plan. '
11. MC#81070 - Access Control (Personnel)

The inspector observed personnel being processed in and out of the protected area and observed special measures associated with Material Access Areas (MAAs) on each day of the inspection. The inspector confirmed that the personnel access control program was being implemented in accordance with the NRC-approved physical security plan and the licensee's implementing procedures.

12. MC#81073 - Access Control (Packages - SSNM)

The inspector observed the licensee using the SSNM detection system to search personnel exiting the MAA throughout the inspection. On May 1, 1986, the inspector observed a test of the portal SSNM detection system and confirmed its operability.

13. MC#81074 - Access control (Vehicles)

The inspector confirmed that the licensee was escorting and processing vehicles in/out of the site protected area in accordance with the NRC-approved physical security plan and the licensee's implementing procedures. Direct observations were made throughout the inspection of vendor delivery vehicles and contractor vehicles to determine compliance with the NRC-approved security plan and licensee's implementing procedures.

14. MC#81080 - Detection Aids (Protected Areas)

The inspector observed 50% of the licensee's intrusion detection alarm system in response to walk-through penetration tests conducted on April 29-30, 1986. The remaining 50% .was not tested, however, test records were reviewed for this portion of the system. Test results conformed with the NRC-approved physical security plan and the licensee's implementing procedures.

15. MC#81082 - Detection Aids (Material Access Areas)

The inspector observed the licensee conduct tests of several different alarmed portal barriers enclosing Material Access Areas on April 29 and April 30, 1986. All annunciations were in conformance with the NRC-approved physical security plan and the licensee's implementing procedures.

16. MC#81084 - Alarm Stations The inspector confirmed that the Central Alarm Station (CAS) and Secondary Alarm Station (SAS) operators were performing their duties consistent with the NRC-approved physical security plan and the licensee's implementing procedures. Effective command and control practices were evident in support of inspector requested licensee response tests conducted during the inspection.
17. MC#81088 - Communications The inspector monitored radio voice transmissions among the CAS operators and the SAS operators and other members of the security organization. The inspector confirmed that equipment and operator performance were in accordance with the NRC-approved physical security plan and the licensee's implementing procedures.
18. MC#81501 - Personnel Training and Qualifications General Requirements The inspector reviewed training, qualification and requalification records. All records were found to be well maintained and completed in accordance with the NRC-approved physical security plan, and personnel training and qualification plan.
