SUBJECT: NRC POINT BEACH EMERGENCY PREPAREDNESS EXERCISE

INSPECTION REPORTS 50-266/98020(DRS); 50-301/98020(DRS)

Dear Mr. Reddemann:

On November 6,1998, the NRC completed an inspection of your Emergency Preparedness

biennial exercise at your Point Beach Nuclear Plant. The purpose of this inspection was to

evaluate the performance of your emergency response organization during the exercise. The

enclosed report presents the results of that inspection.

Areas examined within your emergency preparedness exercise performance are identified in

the report. Within those areas, the inspection consisted of a selective examination of

procedures and representative records, observation of performance, and interviews with your

staff. The objective of the inspection effort was to determine whether the Point Beach

Emergency Plan was adequate and plant personnel were capable of implementing the

Emergency Plan in accordance with NRC requirements. Based on the results of this t

inspection, no violations of NRC requirements were identified.

Overall performance during the 1998 Emergency Preparedness exercise was acceptable, and

demonstrated that your emergency plan implementation activities met regulatory requirements.

The performance of the staffs in the Control Room Simulator, Operations Support Center and

Emergency Operations Facility contributed to safety by taking appropriate actions to mitigate

the simulated accident and protect the public. Performance of the shift crew in the simulator

was exceptionally effective. Your staff met the exercise objectives in an acceptable manner

while complying with Emergency Plan and regulatory requirements. Staff and management

effectively completed self-critiques.

During the exercise, an inappropriate decision was made to tie a non-safety related electrical

bus to a safety-related bus to maintain a unit in operation. We understand that the impropriety

of such an action was identified and discussed with your staff.
