1. It ysicalJhrtier - Fences constructed of No.11 ANG, or heavier, wire fabric, topped by three or more strands of barbed wire on brackets angled outward, with an overall height of not less than seven feet, including the barbed wire; or natural obstacles or manmade structures providing an equivalent degree of resistance to penetration.
2. PIotected Area - An area enconpassed by physical barriers and to which access is controlled. (This area is consistent with 10CFR20.3(a)(14) definition of a Restricted Area) .
3. QistodimI- The custodian is the individual responsible for directing the activities at the site, seeing that the activities are done in a safe manner and in empliance with the Technical

! Specifications, and reporting these activities to the NIC.

Surveillance activities are initiated by written orders issued by the custcdian or Delegate. Surveillance shall be performed within a specified tire interval with a naxinum allowable extension not to exceed 25%

of the surveillance interval, unless otherwise stated.

8. Primary _jlyEt;M - The primry systen is defined as the reactor vessel and all connecting volumes. These include the three primary loops, the primary shield tank, the machinery d ee, and the primry sodium service and secondary sodium systens out to welded fittings.

B. FACILITY

1. peopIlpti m - A Plan of the facility is shown in Figure B-1. As is shown in the plan, a Physical Barrier is on the perimeter cuch that the entire facility is a Protected Area.

Doors in the building walls making up part of tie perimeter shall be either locked from the inside or permanently closed. The gates and doors may be open when required work is in progress. All access points to the Protected Area are to be kept locked except when open for use by an authorized person. 1. lWEesa - Normal access to the Fuel and Repair Building shall be limited to the door at the southwest corner of the building. All other external access doors shall be locked from the inside or permanently closed unless they are needed for work being carried out. At least one door shall be operable from the inside.
2. DIslam - All drains are connected to sunps. The sump punps discharge to the liquid waste holdup system. The putps may be disconnected or decatmissioned when no longer needed for disposing of radioactive waste.

F. IE@FE_DJSB2&ERVEIIMK2E Prior to comencing discharge of any liquid effluent, monitoring facilities in the liquid waste disposal system shall be provided to ascertain the concentration of radioactivity. If a radiation instrument is out of service such that the effluent cannot properly be monitored, discharge of the effluent shall be discontinued. During periods when radioactive effluents are being disenarged, the discharge radiation monitor shall be checked for responte once a w ek with a source and shall be calibrated at least once every six nonths or before each discharge batch.

1. Ligid_gDpenta - Radioactive waste discharges to offsite locations shall not exceed the limits given in 10CFR20, Appendix B, Table II, Column 2, on an instantaneous basis.
2. Gamesus_MDyenta - Gaseous effluents shall not result in offsite ground level concentrations exceeding the limits given in 10CFR20, Appendix B, Table II, Colum 1, on an instantaneous basis.

Background i sanpling stations shall be located at Swan Creek (at Dixie Highway), ' Detroit and Monroe raw city water and Fermi Plant raw water sanpling stations. . b. HealtiLPhysicist - The Health Physicist shall review procedures and limits involving the handling of radioactive materials. He shall be responsible to see that all plant discharges and all shipments are within the limitations set forth in the Code of Federal Regulatior's.

The qualifications for the Health Physicist shall be two years of specialized training in health physics or equivalent and three years of work experience related to ra31ological health and safety.

3. HealtiLFhysicaJacktdpim1 - A person who has received training in health physics techniques and procedures shall be on site and may direct health physics activities whenever radioactive materials are being moved.
4. Itylsy3muditag - A Review Ccanittee shall be established for the purpose of reviewing and approving facility monitoring results and ,

procedures for activities at the facility and resolution of LERs. l We menbership of the Review Ccanittee shall be conposed of five personnel frcan within The Detroit Edison Ccopany or consultar.ts, l at least 3 of whom have had 2 years or more of experience in a i responsible position at an operating nuclear power facility and have had basic health physics training. The Review Ccanittee , shall meet at intervals not to exceed 13 months and shall prepare  ; formal minutes of its meetings.

c. Facility inspections Procedures shall be reviewed and approved by the Review Comit6ee. The Custodian may tenporarily change a procedure by Written Order following his determination that the change does not constitute a significant increase in the hazards associated with the operation,
8. itgarting_Iqpatirements - An annual report. shall be made to the NBC Puwarizing the activities carried out and the results of the fruity surveillance program.

A Licensee Event Report (LER) shall be phoned to NRC Region III within 24 hours of the discovery. A formal report shall be filed for any LER within 30 days of discovery, h report shall include a description of the occurrence together with steps taken to correct the situation.

9. ItaprsLEsspjag - Records and/or logs relative to the following itens shall be kept in a manner convenient for review and shall be retained for at least five p ars, unless otherwise stated:
a. Records of LERs.
b. Records of periodic checks, inspections and/or calibrations performed to verify that surveillance requir ments are being met.
c. Records of plant radiation and cont aination surveys.
d. Records of 002 cover gas usage,
e. Records of radioactivity in liquid wastes released to the environment.
f. Records of shipnents of radioactive naterials.
