Enclorura 2 G2EC 1096 SAFETY EVALUATION This amendment request revises Technical Specification 4.6.1.2.d and Table.3.6-1 in accordance with the annotated pages provided in Enclosure 1. These revisions and their respective safety evaluations are discussed hereinafter.

I. .A one-time extension is hereby requested regarding the performance of Type C tests on 59 containment isolation valves. If granted, these valves will be tested at the next cold shutdown (anticipated to occur during April-June, 1986 during Callaway's first refueling outage) and at intervals no greater than 24 months thereafter. Justification for this extension request includes the following considerations:

(1) The intent of Appendix J is that isolation valves be tested during refueling outages. Further, the test interval for Type C tests in Appendix J is based on two years of expected exposure of components to service conditions. In the case of the valves referred to in our request, approximately five months (as of this submittal) of the period since the valves were last tested have been in an operating environment. NRC concurred with these positions in granting a similar request to TVA for Browns Ferry Plant, Unit 2 (49FR32819).

(ii) The 24 month interval requirement for Type B and C penetrations is intended to be often enough to provent significant deterioration from occurring yet long enough to permit the local leak rate tests (LLRT's) to be performed during plant outages. Leak rate testing

  • of the penetrations during plant shutdown is preferable because of lower radiation exposures to plant personnel. This extension request is based upon our commitment to maintain radiation exposures ALARA. NRC concurred with this position in granting a similar request to Carolina Power and Light for Brunswick Plant, Unit 1 (49FR48840).

(iii) The limit for LLRT leakage (Type B and C tests) at Callaway is 533.15 SCFH (calculated in accordance with Technical Specification 3.6.1.2). The latest recorded LLRT leakage at Callaway was approximately 105 SCFH.

In addition, the limit of 533.15 SCFH is only 60 percent of the total allowable containment leakago calculated using 10CFR100 guidelines. Thorofore, the latest recorded LLRT leakage for Callaway is approximately 12 percent of that allowed by 10CFR100 guidelines. For the valvos identified in Enclosure 1, actual containment leakage during an accident would require leakage by two valvos in series. Most LLRT's are performed betwoon these valves, resulti,ng in i

Enclo:ura 2 G2EC 1096 greater recorded leakage than would most probably occur during an-accident.

For the 59 affected valves, the current Type C test due dates range from August 11 to December 27, 1985, as' indicated in the attached Table 1.

II. Isolation time requirements for the Main Steam Isolation Valves (MSIV's) and Main Feedwater Isolation Valves (MFIV's) should be deleted from Table 3.6-1. Justification for the deletion is provided in FSAR Figure 6.2.4-1, pages 1-8.

These valves are not required to meet containment isolation criteria since +5e containment barrier integrity is maintained by the inside of the steam generator tubes and the outside of the lines emanating from the_ steam generator shells. Further, the vendor recommends that these valves be tested under operating conditions (i.e., modes 1, 2, and 3).

Based on this vendor recommendation and the fact that these valves are not necessary for containment isolation, isolation time requirements in mode 4 are not necessary.

Isolation time requirements for these valves are addressed in Technical Specifications 3.7.1.5 and 3.3.2, which are -

applicable in modes 1, 2, and 3.

It should be noted that this change request is consistent with Table 3.6-1 of NUREG-1104 (Appendix A to NPF-32, Technical Specifications for Wolf Creek Generating Station).

III. Editorial changes to valve function descriptions and system designators are needed in Table 3.6-1. These changes have no effect on plant design or testing; they are necessary fer concurrence between Table 3.6-1 and plant drawings.

Pursuant to the above information, this amendment request does not adversely affect or endanger the health of the general public and does not involve an unreviewed safety question.

'I SIGNIFICANT HAEARDS CONSIDERATIONS t This amendment request consists of three categories of changes to

f Technical Specification 4.6.1.2.d and Table 3.6-1. The following discussions address these changes and their corresponding significant

.hnsards considerations in the same order ~as discussed in the Safety Evaluation.'

I. The Safety Evaluation'(Enclosure 2)' discussed the short length of exposure of the. subject valves (Enclosure 1) to an operating environment,.our commitment.to maintain occupational exposures ALARA, '

and the favorable previous.LLRT measurements. Based on these considerations, this one-time extension for the performance of Type C tests will not involve a significant increase in the probability or consequences of any previously analyzed accident. Further, the ,

proposed extension will not impact isolation valve integrity, will not affect the method of plant operation, and will not affect equipment important to safe operation. As such, this extension does not create the possibility of a new or different accident from any previously v

evaluated. Given the length of exposure of the subject valves to an operating environment and the previous LLRT measurements, this .

extension will not significantly reduce any margin of safety. '

II. The Commission has provided guidance concerning the application of the 4 standards in 10CFR50.92 by providing certain examples-(48FR14870). '

III. The amendment requests discussed under Categories II and III in the Safety. Evaluation are similar to the example of an action involving no significant hazards consideration which relates to a change that is administrative in nature. These changes provide consistency between i the Technical Specifications, FSAR, and as-built plant drawings.  ;

Based on the foregoing, the requested amendment does not present a  ;

significant hazard.

Enclecura 4 UIhmC 1096 APPLICATION FOR PARTIAL EXEMPTION FROM 10CFR50, APPENDIX J Union Electric Company hereby requests a partial exemption, pursuant to the provisions of 10CTR50.12, from the schedular requirements of 10CFR50, Appendix J.

Section III.D.3 of-Appendix J requires that Type C tests be performed during each reactor shutdown for refueling but in no case at intervals greater than 2 years. As discussed in Enclosures 1, 2, and 3, a one-time cxtension is being requested regarding the performance of Type C tests on 59 containment isolation valves. As discussed in Enclosures 2 and 3, the subject valves have been exposed to only 5 months in an operating -

Cnvironment, testing the valves at power is inconsistent with our programmatic commitments to maintain occupational exposures ALARA, and previous LLRT measurements are indicative of more than adequate containment icolation capability.

Given the discussions in Enclosures 2 and 3 and hereinabove, Union Electric Company maintains that the proposed exemption is authorized by Itw, will not present an undue risk to the public health and safety, is c nsistent with the common defense and security, is in the public interest, cnd would provide only temporary relief from the schedular requirements of 10CFR50, Appendix J.
