On December 14-18,1992, as described in the enclosed report, hir. J. Lusher and others of this

office inspected Haddam Neck Plant emergency preparedness (EP).- That inspection included .

f emergency scenario walk through drills, interviews, inspector observations, and procedure and ~

! record reviews. Preliminary findings were discussed with hir, Romberg and other members of:

l your staff at the end of the inspection.

The inspection conclusion was ,that, overall, the emergency preparedness program was being .

acceptably implemented. Notable EP strengths were identified in: the proficient emergency

. event scenario classificatloa and reportirag skill demonstrated during walk through drills; and

l the effectiveness of your calWn drill program fer verifying staff availability for emergency i

' response. However, an apparent violation was identified for not training Technical Support

hianagers annually in Emergency Action levels. Please respond to the violation as indicated

3- in the enclosed Notice of Violation, - Also', currency of the Emergency Plan and adequacy of EP -

l audit review / distribution were identified as unresolved items that require further assessment of-

j conformance to NRC requirements.
