Waterford 3 SES Docket No. 50-382 License No. NPF-38 Generic Fundamentals Examination Comments i Gentlemen:

Waterford 3 has recently completed administering the October 1996 Generic Fundamentals Exam, in reference to that exam, Entergy is hereby submitting two comments for consideration.

Our Operations Training staff has identified two questions on the subject exam that l are assessed as being above the level of knowledge appropriate for a candidate who has received fundamentals training. The questions referred to here are numbers 14 and 88 on the Form A exam.

- Question 14, in our opinion, is testing at a level equivalent to that which would be

. expected knowledge for a maintenance technician specializing in radiation ,

instrumentation. y 0

Question 88, in essence, is asking whether or not the candidate can identify the mitigating strategy for a small break LOCA event. In order to answer this question, -

the candidate must know the relationship between break flow, injection flow and core .MlA cooling during a small break LOCA. Although fundamentals training provides the understanding of the relationship between pressure, temperature and DNBR, these 9610210229 961016 F""

W3F1-96-0187 Page 2 October 16,1996 are only the building blocks needed to advance to further training to understand break flow cooling mechanics. This level of knowledge would not be obtained until the candidate has taken Mitigating Core Damage or Transient and Accident Analysis training.

Therefore, we believe these two questions are beyond the scope of generic fundamentals training. We request your consideration of the above during the preparation of future GFES exams.
