Dear Mr. Churchill:
I I understand that you were not served with a copy of Joint Intervenors' Motion to Reopen and accompanying exhibits until the morning of Friday, November 9, 1984.
I directed that yoix be hand-served with a copy of the motion and other pleadings on the afternoon of November 8, 1984, as is stated in the Certificate of Service.
Apparently my direction was not followed and you were served the following morning.
I suggest that you consider that you were served by mail so that you will receive an additional five days in which to respond to the motions.
