Dear Dr. Glenn:

The " Security Plan for the CUA AGN-201 Reactor Facility, referred to in Section 2.D of Amandment No.7 to License No. R-31, sets forth the administrative procedures for issuing keys to the Nuclear Engineering Laboratory (Reactor Room) to those with a

" definite need for access to the Nuclear Engineering Laboratory."

Consistent therewith, it is intended to issue a key to a faculty member in the Department of Biology in order to provide unaccompanied access to the Cesium-137 irradiator which is located in the Reactor Room.

As you were previously advised, the reactor remains shut down and disabled (control rods removed). Because this status was not envisaged at the time amendment No. 7 was issued, the University RSO, Mr. Warren E. Keene, advised Mr. Robert Keller, of your office, of our intention by a telephone call on 11 July, 1985. In accordance with Mr. Keller's request this letter confirms our telephonic notice. The enclosure provides amplifying information requested by Mr. Keller.

a. Shut down and disabled (control rods removed).  ;
b. Shield water demineralizer operating.
c. Environmental surveillance maintained,
d. Intrusion alarm tied to campus security panel.

B. CESIUM-137 IRRADIATOR

a. License: 08-02075-03.
b. Current Activity: 3560 Curies.
c. Exposure Level: Less than 0.05 mrem /h at 3 feet. 79 kR/h in chamber.
d. Mechanism: Piston-plunger. Source inaccessible except by deliberate demolition.
e. Usage: Cell irradiation for the Department of Biology, daily.
f. Location: Reactor Room in the Engineering &

Architecture Building (Note 1).

g. Security: Locked room and intrusion alarm.

C. ADDED CRITERIA FOR KEY ISSUANCE

a. Department of Biology faculty member, and
b. Authorized User of radioactive material, and
c. Demonstrated need to irradiate biological material.

(Note 1)

1. Relocating the irradiator to the Department of Biology Building has been considered and rejected for the following reasons:
a. Lack of appropriate space in the Department of Biology.
b. Biology Building has not yet been tied in to the campus intrusion alarm system.
c. Cost of move -- $1,700.00.
