Reactor Decommissioning Update

LReactor License R-31 Docket No. 50-77 The purpose of this letter is to provide the NRC.with certain information related to progress made in implementing the NRC approved Decommissioning Plan for the equipment and facility associated with the referenced license.

All reactor fuel has been packaged and shipped to DOE's Oak Ridge l Laboratory on September 12, 1994. Region I NRC representatives have .

been on CUA's site to confirm this transaction.

The Facility Security Ilan (last revised in July, 1979) identified that certain security and safeguards items / procedures be in place for the security of the reactor. Now that decommissioning has progressed to the point where the reactor has been completely dismantled and all fuel has been transferred offsite, there is no longer any need to maintain these systems. As we continue to work towards our decommissioning schedule, it will be necessary to remove these systems from the room.

In accordance with the subject Security Plan and pursuant to 10 CFR 50.54 (p) (2) , CUA submits that plan changes which eliminate specific security functions required for the reactor room will not decrease the effectiveness of the Plan. 1994,*the date when all reactor fuel was packaged and shipped to l DOE, CUA was no longer required to satisfy the security requirements of the NRC rule. Therefore, the removal of systems which provided these security functions can proceed without the j need for additional licensing action.
