This letten is submitted for foui pu poses, all related to License R-31.

It fuinishes our t eactor decommissioninn schedule prior to 31 December 1991, in fulfillment of our earlier conmitment; it announces the anticipated January 1992 submission of the Decommissioning Plan for the Catholic thiive rsi t y AGN-201 reactor, and it requests relief from the requirement to s u';mi t assurance of financial tesponsibility foi deconsissioninc in the normal manner. It also forwards the Annual Report of Reactor-related Activities. I Dttumis s ioni rut Scher1 ult. Enclosuie (1) is excerpted f rom the Decomussioning Plan for the AGN-201. The enclosuie sets forth the schedule which the Reactor Administ rator is confident of maintaining in the f ace of conflicting demands on his time.

The Deconmissioning Plan for the Catholic University AGN-201 teactor is draft , and in the hands of the Radiation Safety Committee, whose leview and appr oval jo i equired prios to submission. Appioval is expected at the consit tee's next meet.ing, probably in early January 1992. The plan will be ubmitted to NRC promptly following t he commi t t ee 's act ion, finducial Annuutn. The Catholic University has submitted financial assurance with respect to its mater ial licenses in amounts totaling approximately one million dollais. Enclosure (2) is excerpted from the Decommissioning Plan.

Tne enclosure mites that (1) the total anticipated cost of decommissioning the teactor is less than twelve thousand dollars, and (2) these costs are funded through the budget of the Radiation Safety Of ficer for the current fiscal year, which ends 11 August 1992. The decommissioning schedule (ENCL 1) indicates that ,

with the possible exception of the termination survey, all deconsissioning tasksi ar e expected to be completed during the cur r ent fiscal year. The survey probably will extend into the early pos tion of the university's 4992-93 fiscal year. The cost of the survey is not separatels budgeted; it represents a portion of the salaries of the Radiation Safety Officer and a Health physics Technician, both of whom are full-time en ployees whose piesence also is requiied for compliance with the univer sity's ruaterial licenses.

It would constitute an added cost to the licensee, with little,or no added value to the government. Therefore it is sequested that the regulvement to submit be waived, subject to re-examination after one year to confirin adherence to the decommissioning schedule.
