Dear Sir:

This is in response to your letter dated July 23, 1985 and the report of the safety inspection conducted by Mr. Thomas Elsasser on June 4, 1985.

After my telephone conversation with Mr. Elsasser on June 21, 1985, I talked to Dr. William Kelnhofer, Chairman of the Mechanical Engineering Department, about my intention to appoint him as an Alternate Reactor Administrator so that someone would always be available to provide access to the official records of the facility.

He agreed to do so. I also notified Dr. John J. Murphy, Executive Vice President, on August 14, 1985 my intention to appoint Dr. Kelnhofer. I did not, in fact, make the official appointment at that time but I have now done so and I am attaching a copy of this notification.

As of now I think we are in full compliance and the official file should be available at all times even when the Reactor Administrator is away from the Campus.

For your information, on October 22, 1985, we submitted a request to change our facility status to " possession only". Further, it is our intent to de-commission the facility as soon as practical.

the Alternate Reactor Administrator for our Nuclear Reactor. In order to be in full compliance with NRC requirements it is necessary that the records and logs be available for inspection at all times. Since Dr. Jordan, the Reactor Adminisra-tor, may not be'available during the summer months, it is essential t. hat an alternate be appointed.

Please coordinate with Dr. Jordan to insure that you are aware of the location of all logs and records anc can make them available if needed to an inspecting officer from the NRC.
