Gentlemen:

Subject: Inspection 50-77/85-01

This refers to the routine safety inspection conducted by Mr. Thomas Elsasser of

this office on June 4, 1985 and to your telephone conversation with Mr. Elsasser

on June 21, 1985 regarding the findings of this inspection. Areas examined during

this inspection are described in the NRC Region I Inspection Report which is en-

closed with this letter.

Based on the results of this inspection, it appears that your administrative con-

trols were not conducted in full compliance with NRC requirements, as set forth

in the Notice of Violation, enclosed as Appendix A. We consider the failure to

have a Reactor Administrator available for several months a significant neglect

of your license obligations. Regardless of the operational condition of your

reactor, your facility and all associated records must be available for review by

the NRC within a reasonable period of time.

You are required to respond to this letter and should follow the instructions in

Appendix A in preparing your response. Prior to that, we would like to meet with

you to discuss the results of this inspection and to reach an agreement on the re-

solution of these issues. Mr. Elsasser will be contacting you to establish a

mutually acceptable date for the meeting.
