The Reactor Security plan, Rev. January 1990, is submitted herewith. It j cancels and replaces my letter of 20 December 1989 and its enclosure. ]

The revisions incorporate material previously submitted, reflect the previously approved change in the status of the license to " possession only", ,

and amend the submittal of 27 July 1988 which requested approval for a reduction in the reactor facility boundary. Incorporation of the revisions should result in a current stand-alone security plan which requires no reference to prior correspondence.

The University Radiation Safety Committee has previously found that these changes do not decrease the security of the facility.

The security plan is claimed to be exempt from public disclosure in accordance with arplicable regulations.
