. PLANT ISSUES / EVENTS:

~

-a) 'St Lucie? Both units operated at 100% for the entire week.

b) Turkey Point - Both units operated at.100% for the entire week.

c) Crystal River. -- FPC revised plans to remain shutdown until the end of February.1997.

SIGNIFICANT INSPECTION FINDINGS / INITIATIVES: j a). Crystal River - The. Restart panel met on 11/13/96 to prepare the restart check list and  ;

action plan in accordance with MC 0350.  ;

P b): .. Crystal Rive'r - MCAP 11 meeting was held in Region II oli 11/14/96.

c) St Lucie - The EP. inspection identified potential multiple violations. The-vfolations-were in the areas of timely activation of response facilities.. training of response personnel and corrective actions. The enforcement panel determined this week that <

these' violations will be the topic of an enforcement conference on 12/10/96. NRC questioned FP&L this week whether or not their emergency plan requires that each responder has to have participated in a site specific drill prior to being placed on

.the responder list. After a conference call. FP&L agreed to provide NRC a submittal by.11/20/96 to clarify their position on this issue.

d) No new'FSAR discrecancies were identified this week.

NRC PERSONNEL ISSUES / STATUS:

a) Credit Hours authorized: None b) A' solicitation of interest 'was issued for another Crystal River RI position.

LSSUES/ ACTIVITIES EXPECTED NEXT WEEK:

11/19/96 - Briefing of EDO on the CR EDG overload and the EFW modification outside design basis issues.

11/22/96 .J. Jaudon will brief CR onite of the results of the CR Restart Panel-4 4
