a briefing paper for this visit. Please review the attached paper and make any changes l or comments you feel appropriate. It is important that the Regions views are included in  !

this paper, and that any conflicting opinions are resolved prior to the paper being provided to the EDO staff (due to EDO NLT 11/18). I would appreciate your comments by 11/8, if possible.
