' Danielle Herubin's column on February 5,1996, made reference to an earlier telephone conversation I had with Post reporter De' Ann Weimer during which the cartoon character Homer  :

Simpson was discussed before answering her questions related to events at a Florida nuclear Power plant. . .

-Two years ago, I developed an condition called alopecia which resulted in the loss of all body  !

, hair, most conspicuous in the total absence of hair on my head. Since I am a spokesman for a -l

-government agency which regulates nuclear power plants, many reporters, as well as members of  !

my own family, have begun to refer to'me as Homer Simpson.  !

'It was in that context that Ijoked with your reporter about my condition before going into an -

explanation of events at the nuclear plant, and I did not intend for the joke at my expense to be .

connected with the response to inquiries about plant events. ~

The event, which caused no damage and injured no one, involved an employee who began a function, obtained proper relief before stepping away, then apparently failed to inform colleagues

. of the function in progress, and is indeed a matter of concern to regulatory officials and the  ;

f owners and managers of the plant.

a) St Lucie - Both units are operating at 100%. Stew Ebneter. Jon Johnson and Kerry Landis were on site Thursday. August 28. to discuss the licensee's corrective action program progress. The tampering investigation is still in progress.

b) Crystal River - The unit is operating at 85% power. Repairs are nearly complete on the 1D Circulating water pump piping. Stewart Ebneter. Jon Johnson. Albert Gibson. L. Raghavan. Steve Varga. and Kerry Landis were on site Wednesday. August 27. for a corrective action plan status meeting.

c) Turkey Point - Both units 'are operating at 100%.

SIGNIFICANT INSPECTION FINDINGS / INITIATIVES:

a) Crystal River - Failure Prevention Incorporated is onsite assisting the i licensee to determine root causes for concerns- identified by the NRC.' l NRC PERSONNEL ISSUES / STATUS:

4 a) Son Ninh was approved for transfer from NRR to RII as a project engineer i for Branch 3 assigned to FPL. The transfer date is September 29. 1996. I b) Credit Hours authorized: None c) Edwin Lea will begin a one year rotation to Watts Bar on October 14. 1996. i a) Steve Cahill was selected as the Crystal River SRI. l e) Benol Desai was selected as the H. B. Robinson SRI.

Turkey Point - The SALP Board meeting is scheduled for September 6. 1996.

WEEKLY BRANCH CHIEF STATUS REPORT BRANCH 3 SIGNATURE Kerry D. Landis DATE 9/05/96 PLANT ISSUES / EVENTS:

a.) St Lucie - Unit 1 is operating at approximately 50% due to a gas volume alarm on one of the two main transformers which are operated in parallel.

FPL has opened the disconnects and is continuing to analyze the root cause. Unit 2 is operating at 100%.

b) Crystal River - The unit is shutdown while repairing a turbine lubricating oil system leak (see the attached PN).

c) Turkey Point - Both units are operating at 100%.

SIGNIFICANT INSPECTION FINDINGS /lNITIATIVES:

a) Crystal River - Failure Prevention Incorporated is onsite assisting the licensee to determine root causes for concerns identified by the NRC.

NRC PERSONNEL ISSUES / STATUS:

a) Son Ninh was approved for transfer from NRR to RII as a project engineer for Branch 3 assigned to FPL. The transfer date is September 29. 1996.

-PLANT ISSUES / EVENTS:

a). St' Lucie - Unit 1 is operating at approximately 60% due-to a . gas. volume alarm on one of the two main transformers which are operated in parallel.

- FPL has opened the disconnects and is continuing to analyze the root cause. Unit 2 is operating at-100%.

.b) Crystal River - The unit is shutdown while repairing a turbine lubricating oil system leak and reenforcing reactor building sump screens.. :The

-response to violations issued for unauthorized test was received'and the civil-penalty was paid.

c)- . Turkey-Point - Both' units are operating at 100%.

SIGNIFICANT INSPECTION FINDINGS / INITIATIVES:

a) Crystal River ~- Failure to perform an adequate 10 CFR 50.59 evaluation on diesel generator loading following a modification to remove the automatic start of the turbine driven auxiliary feedwater pump.

NRC PERSONNEL ISSUES / STATUS:

a) Son Ninh was approvea for transfer from NRR to RII as a project engineer for Branch 3 assigned to FPL. The transfer date is September 29. 1996.

Son 1s in Region 11 this week assisting the PE.

b) Credit Hours authorized: None c) Edwin Lea wi.ll begin a one year rotation to Watts Bar on October 14. 1996.
