Criticality Monitoring Letter I read the NRR letter on criticality monitoring that was copied to us and I have a question, in discussions with our PM and the author, it became clear that when St.

Lucie comes in for an exemption to 70.24, they'll receive it and, in fact, they had one pre-op that wasn't subsumed into the operating license. If this is the case, shouldn't the proposed NOV be a vio of minor safety significance? I looked at the criteria in the {

Enforcement Manual and it seems to fit.

a) = St Lucie -- Units 2 operated at 100% for the entire week. . Unit 1 down powered twice for_

secondary side problems and is currently operating'at 90 %. Unit 1 problems have been i resolved and are making preparation to return to 100 % power. -

.b) Turkey Point-- Both-units operated at 100% for the entire' week. Unit 4' completed its power uprate from 2200 to 2300 MWth on 10/30. .

c) Crystal River - FPC plans to remain shutdown for the remainder of the year to restore j greater design margin in some systems and submit the necessary license amendments. The

. pending license amendment- is. to . resolve several US0s on EDG loading and EFW  ;

susceptibility to' single failure. PM was on site this week to. answer questions from '

..the EDO. .

SIGNIFICANT INSPECTION FINDINGS / INITIATIVES:

a) Crystal River - Failure to perform an adequate 10 CFR 50.59 evaluation on diesel generator loading following a modification to remove the automatic start of the turbine driven auxiliary feedwater pump. l!

b) Crystal River - EFW susceptibility to single failure: during LOOP a failure of one fuse could cause an EFW flow control valve to fail open allowing one EFW pump to go to .

runout. - Since both EFW pumps draw suction through the same pipe. the resulting

~ flowrate would cause cavitation and failure of both EFW pumps.

c) St Lucie/ Turkey Point - A_ vulnerability was identified in the safeguards process for FPL where the access authorization was not immediately removed for individuals whose employment was terminated. One individual after employment termination reentered the site approximately five times for a total of 15 hours1.736111e-4 days <br />0.00417 hours <br />2.480159e-5 weeks <br />5.7075e-6 months <br />.

d) St Lucie - The PE' inspection identified potential multiple violations, The violations were in the areas of timely ~ activation of response facilities. training of response personnel, and corrective actions for 1995 Hurricane Erin critique " items.
