SUMMARY

AND FOLLOWUP 0F LICENSING ISSUES DISCUSSED AT THE JANUARY 10, 1986 MEETING WITH BEAVER VALLEY UNIT 2 PERSONNEL On January 10, 1986, I met with Beaver Valley Unit 2 personnel (Messrs.

R. Martin, G. Beatty, et al.) at their offices in Pittsburgh. The purpose of the meeting is to assure a smooth transition of the PM function from B. K.

Singh to me and to lay down an agenda for completion of licensing activities to support a proposed fuel load date of April 1987. The following items were discussed:

NRR Contacts for the Applicant Applicant personnel requested names of reviewers in the new organization. I indicated that their primary contact is the Project Manager, in conformance with NRR policy and as described in the Project Manager's Handbook. New reviewers are being 7.ssigned by the new NRR organization.

Construction Permit Renewal The CP has currently expired. The applicant has submitted a request in October 1984 to extend it, but the staff has not acted on it. I have initiated action to follow up on this issue.

< Secondary Piping Leak-Before-Break Assumptio2 The applicant has assumed that a " broad Voy. ule" on application of leak-before-break methodology would be aprf'c er co a schedular exemption pending its approval, would be forthcoming. 74 a ogg;:: ant has proceeded to apply the yet-to-be approved rule and analysis technique (WHIPJET) to his analysis of pipe restraints for balance-of-plant piping. The present schedule for rule l approval, however, extends beyond the currently forecast OL date. While the technical staff views the WHIPJET analysis methodology favorably from a technical standpoint, the staff foresecs uncertainty in issuing a schedular exemption from GDC 4 in the event the " broad scope rule" is not approved, i pgg20ggg gggg2 A

Lester S. Rubenstein specifically, due to the interpretation of the new 50.12 version of the regulation (granting of exemptions). The proposed fuel load date is April 1987. Unsatisfactory resolution of this matter will have an impact on the proposed date.

The applicant requested assurance that exemptions would be granted if needed but I stated the above difficulties. NRR management has been informed of potential problems by your memorandum of January 15, 1986.

Items Not Acted on By NRC The applicant provided a list of letters which NRC has not acted on. These are dated 8/7/85, 8/19/85, 9/13/85, 10/15/85, and 12/20/85. Some of these could have resulted in closed confirmatory items before the October 1985 SER was issued. I have initiated review actions on all of these items, and reviewers are being identified by NRR management.

Technical Specification Review A revised set of proposed TS's was submitted on December 20, 1985. In that letter, as well as in the meeting, the applicant requested that we start our review of the TS immediately since the TS is non-standard. I have initiated the review and have provided the assigned reviewer with all needed documents.

Detailed Control Room Design Review Audit The applicant requested NRC to propose a date to perform this audit. After the meeting, the date has been set for February 11 and 12,1986.

Preservice and Inservice Inspection (PSI and ISI)

The applicant wanted to know when the ISI program should be submitted for review. After the meeting, I found out from our reviewers that we would not commence ISI review until after we have completed PSI review (about early sumer). A reviewed program is not needed for OL but will be needed prior to the first refueling. The ideal time to submit the ISI program is thus a short time before issuance of an OL. ISI will therefore become a licensing condition in the OL (a normal practice).
