Final Report of 10CFR50.55(e) Item on Residual Heat Removal (RHR) Heat Exchanger Flow Deficiency (#93)

Dear Mr. Keppler:

This is Detroit Edison's final report involving the RHR heat exchanger flow deficiency at the Fermi 2 site. This item was originally reported to Mr. H. M. Wescott of NRC Region III by Detroit Edison's Mr. D. Ferencz, Acting Supervisor - Construction Quality Assurance on April 6, 1983.

This item deals with a calculational error which resulted in a flow deficiency. The design flow should be ten thousand (10,000) GPM, but was actually calculated to be seven thousand seven hundred (7,700)

GPM.

General Electric has performed an evaluation of the flow deficiency of the north and south heat exchangers. General Electric recalculated the flow, and concluded that to achieve the required design flow of ten thousand (10,000) GPM, the. lower baffle plates*

of the heat exchanger required modification and rework.

Under the direction of General Electric, the contractor has completed l

the' modification work cn the baffle. plates and has reinstalled all-piping for the system. Evaluation of the design flow has been completed by General Electric and is acceptable.
