NRC Request- for FEMA Review of the Revised Monroe County Offsite Radiological Emergency Response Plan for Fermi-II In your memorandum of January 11, 1985, you requested the Federal Emergency Management Agency (FEMA) to provide by February 20, 1985, a supplemental interim finding confirming the adequacy of the revised Monroe County, Michigan, Emergency Operations Plan' dated October 1984. This plan was approved by the Monroe County

~ Board of Commissioners :on December 11, 1984.

On January 16, 1985, the State of Michigan transmitted to FEMA Region V a copy of the approved County plan and requested a . formal -review by the Regional Assistance Committee (RAC). FEMA Region V has distributed the revised County plan to the.RAC for review. A RAC meeting will be held on February 21, 1985, to discuss'the plan and reach a consensus concerning its adequacy. Following the RAC meeting, FEMA Region V will send a memorandum to FEMA Headquarters

containing a statement as to whether or not there is reasonable assurance that the~ plan is adequate and capable of being implemented in the event of a'n accident at the Fermi-II Nuclear Power Plant.

' A copy. of FEMA Region V's memorandum concerning the RAC's opinion.on the

~ adequacy of the approved Monroe County plan will be provided to you by March 15, 1985. This was agreed to in a telephone conversation between Dave Matthews of your staff and Craig Wingo'of my staff on January 24, 1985.

' FEMA Re'gicn V will submit _a supplemental interim finding to FEMA Headqu'arters by April 30. We will provide you with a copy as soon as possible thereafter.
