Correspondence Related to Flooding of Evacuation Routes Near Fermi Unit II On June 17, 1985, you requested the assistance of the Federal Emergency Management Agency (FEMA) in confirming the adequacy of offsite preparedness for Fermi with respect to the flooding issue raised by Mr. Stanley Nietubicz in his recent undated letter sent to the Nuclear Regulatory Commission (NRC)

Region III (copy attached).

FEMA Region V contacted the State of Michigan and NRC Region III concerning Mr. Nietubicz's letter. The State apparently received a cooy of his letter and sent a response to him on April 22, 1985. A copy of the State's response is attached.

Region V also contacted NRC Region III and verified the utility has an agreement with Estral Beach to pay up to $50,000 to help with upgrading their evacuation route alona with a dyking project to provide protection from flood waters. The Detroit Edison Company will pay up to $50,000 once the work is completed and an invoice is submitted to them.

FEMA Region V was also informed that work has started with delivery of some clay for the dyke project.

Based on this information, FEMA continues to believe that State and local plans and preparedness are adequate and that there is reasonable assurance that the health and safety of the public can be protected in the event of a radiological emergency at the Fermi II Nuclear Power Plant.

' :y.E One of the basic promises of the Detfroit Edison Company's and the State of Michigan's declarations to the residents of the potentially affected area is that the least and foremost of their efforts to guarantee safety will be a viable escape route for the residents where none may currently exist.

At this writing of April 15, 1985, there is no viable evacuation route from either Estral Beach or possible Stoney Point, when flooding occurs, based on recent flood conditions.

These two areas are immediately adjacent to the Enrico Termi II Powe r Plant.

The cause of the problem is two-fold:

Initialy there is not a thoroughfare in existance from these areas which could,accomodate a general exodus' and even more primary. there is no known pldn in the offing to prevent the present though obviously inadequate existing roads from becoming rendered in:p a s s a b l e by Lake Erie flooding.

The writer contends that to allow this operation to begin without first satisfactorily addressing and remedying the very basic flood threatened' existing evacuation facilities is amountable to a. criminal offense against the residence, and must not beallowedtohapgen.

Dear Sir:

In response to your letter concerning evacuation routes for Estral Beach.

While it is true that Port Sunlight Road is in the 100 year flood plain, it is also true that all of Estral Beach and the surrounding area are also in the same flood plain. An evacuation route above flood plain would do little good if the entire community is under water. Under these conditions, it would seem likely that the community would evacuate early because of flooding as opposed to an accident at Enrico Fermi.

It is also my understanding that Detroit Edison made an agreement with Mr. Joseph Szewczyk, Estral Beach Village President, to pay $50,000 to help with upgrading your evacuation route along with a dyking project to protect from the flood waters.

In addition, the Governor has written a letter to the U.S. Army Corps of Engineers requesting their assistance to alleviate the flooding on the Lake Erie shoreline.
