Dear Mr. Stello:

In accordance with the Federal Emergency Management Agency (FEMA) rule 44 CFR 350, the State of Michigan subnitted its State and associated local plans for radiological emergencies related to the Enrico Fermi Atanic Power Plant, Unit II, to the Regional Director of FEMA Region V for FEMA review and approval. 'Ihe Regional Director cmpleted and forwarded his final evaluation of the Michigan State and local plans to me on May 5, 1986, in acmrdance with section 350.11 of the rule. Contained in the May 5,1986 evaluation by the Regional Director is a review of full scale exercises conducted February 2-3, 1982 and June 26-27,1984; and, a report on the public meeting held on April 28, 1982, which explained the site-specific aspects of the State and local plans. In addition, FEMA Region V is evaluating a partial exercise conducted on October 22, 1986, and preliminary reports indicate that there were no deficiencies.

Based on NUREG-0654/ FEMA-REP-1, Rev.1, I find and determine that the State and local plans and preparedness for the Enrico Fermi Atomic Power Plant are adequate to protect the health and safety of the public in that there is reasonable assurance that the appropriate protective measures can be taken offsite in the event of a radiological energency. The public alert and notification (A&N) system is in place, operational and was approved on November 28, 1984 through FEMA's verification of the A&N system in accordance with the criteria of Appendix 3 of NUREU-0654/ FEMA-REP-1, Rev.1; and, FEMA-REP-43,

" Standard Guide for the Evaluation of Alert and Notification Systems for Nuclear Power Plants" (now published as FEMA-REP-10).
