PURPOSE A.

To support the Health and Medical Annex to the Monroe County

~ Bnergency Operations Plan.

B.

To provide for the coordination of emergency health and medical resources required to support hospital and special care facility evacuation, provide specialized assistance to members of the general public and assure as far as possible availability and accessibility emergent and urgent medical care services, in the event of a nuclear facility incident.

II. ASSLNPTIONS A.

In the event of an announcement of an incident at the Alert or higher level, for which no protective action is reconmended, spontanerr.ts individual actions may occur to increase demand for transportation of bedfast persons.

B.

The emergency medical transportation resources within Monroe Cor.ty will be fully utilized to support on-site requirements and to main-3 tain adequate levels of emergency service capability during an

incident, and will not be available to meet the requirements for emergency medical transportation for a general evacuation of the primary EP2.

C.

In the event of an evacuation due to an incident at FERMI-2, substantial transporation capabilities will be required to evacuate the Monroe County population in acute and long-term health care facilities.

D.

Hospitals and other facilities involved in the provision of care to handicapped, ill, or others requiring special transportation to a specialized receiving facility in the event of an evacuation, have primary responsibility for identifying necessary transportatic, services and receiving facilities, and planning and concluding arrangements in coordination with the Monroe County OCP.

The State of Michigan, through the Michigan Department of Public Health, Energency Medical Services Division, will coordinate, in consultation with the Michigan State Police, the provision of l

emergency medical transportation resources 'from outside of the County with the County Health and Medical Officer, to provide for the evacuation of non-anbulatory persons within the primary EPZ.

III. CONCEPT OF OPERATICES

A.

In the event of a melear incident at FERMI-2, the Health and Medical Officer will be notified according to the procedures established.

(Refer to Direction and Control Annex) i J-1-1 Rev.10/M 2

B.

The Health and hdical Officer and the Emergency Medical Services

(

(DE) Transportation Officer will report to the Monroe County IDC at the Alert classification.

C.

h Health and Medical Officer is responsible for the coordination of responses identified within this annex, and will be responsibile i

for mobilizing and directing all of the emergency health / medical resources necessary for the county to respond promptly to a mclear facility incident.

t D.

h Health and Medical Officer will amintain close contact with health care facilities and will coordinate provision of emergency medical transportation through the DE/ Transportation Officer.

Bnergency medical transportation requirements fall into four 1

primary categories:

1.

Transportation for the evacuation of health care facilities including hospitals, nursing homes, and residents of group homes who require medical assistance.

2.

Transportation for the evacuation of members of the general public who are non-ambulatory and require transportation assistance.

3.

Maintenance of emergency medical services capability for responses.to.the normal, and possibly increased demand, for

primary emergency medical services.

4.

Transportation of victims of radiological accidents to designated medical support facility by local ambulance service. (Refer to Attachment H)

E.

Hospitals designated to receive potentially contaminated patients, and host health care facilities agreeing to accept patients from risk health care facilities in the event of an evacuation are shown in Attachments E and F.

F.

Pre-hospital care providers (including both anbulance and fire rescue) and their capabilities are identified in Attachments G and H.

G.

'Ihe. Michigan Department of Public Health is responsible for directing the use of radioprotective drugs. The Monroe County Health Department, under the direction of the Health / Medical Officer, maintains the supply of Potassium Iodide (KI) under 1

strict security precautions.

(Criteria for use of radioprotective drugs are shown in Attachment C.)

H.

Upon notification, Hospitals and Internediate and Img-Tenn Care Facilities will conduct appropriate census and classification of patients, effect coordination with pre-determined host facilities,

and prepare patients for transportation. Patients of facilities unable to complete expeditious arrangements will be tenporarily sheltered at the Ida School Couplex. Such facilities will saintain J-1-2 Rev.10/84 j

continued responsibility for staffing.. The Social Services / Red.

Cross personnel will provide administrative support.

Connunications:

1.

Basic connunications between risk health care facilities and the EOC will be by telephone.

Hospital and mobile medical support connunication will be 1

coordinated through the EDCOM system.

Augmented radio cocnunications will be through the use of the

- Amateur Radio Dnergency Service. Units will be assigned to risk and host facilities as appropriate.

IV. GtGANIZATION A.

The Director of the Monroe County Health Department has been designated as the County Health and Medical Officer.

B.

1he DtS/ Transportation Officer of the Monroe County Health Department will assist the Health and Medical Officer in the coordination of emergency medical services and personnel and will function as a part of the IDC staff.

C.

1he alternate for the Health and Medical Officer will be the gf,.

Administrator of the Monroe County Health Department. The s0 Administrator will provide 12 hour1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> shift relief to assure twenty-four hour coverage. Second alternate to the Health and Medical Officer will be the DtS/ Transportation Officer.

V.

TASKS AND EXECUTION A.

NOTIFICATION OF INUSUAL EVEhT 1he Health and Medical Officer may be notified and action may be required to supplement response to an onsite emergency.

B.

ALERT l

1.

The Health and Medical Officer and the EMS / Transportation Officer will be notified, both will report to the EOC and will direct coupletion of the following:

a.

Notification of key persons, including Health Department i,

Division and Program Heads, &ntal Health, Animal Control and the Administrator of Mercy-Memorial Hospital, to asstune stand-by status.

b.

Contact of key emergency personnel and issuance of stand-by team assignments.

(See internal operating procedures for names and telephone numbers.) These in turn will follow i(.

their internal operating procedures for notifying their key personnel as necessary.
