Dear Mr. DeYoung:

In response to AY. Lee's telephone request, Reference al, we are includ-Ing further clarification of our position regarding reported equipment failures during qualification testing performed by Combustion Engineer-ing.

The testing performed by C. E. was conducted to a C. E. interpretation of the requirements of NUREG 0588 and was designed to be plant specific for the Palo Verde plant. Other utilities using simifar Target Rock de-signs have reviewed their qualification status and determined that there is no conflict with NUREG 0588. Further, Arizona Public Service has determined that the results of the test program are not applicable to the balance of plant valves. However, in conjunction with the valves supplied to Palo Verde through C.E., Target Rock is supporting a retro-fit program incorporating C.E.'s requirements consistent with C.E.'s in-terpretation of the results of the qualification test conducted for use in the NSSS system.
