. The proposed changes remove operability requirements for decay heat isolation valve end pressut izer heater interlock channels in Modes 4 (hot shutdown) and 5 p.nld shutdo n). The decay heat isolation valve interlocks are intended to ensucc %Me valve isolation between the reactor coolant l system (RCS) and telatively low pressure decay heat removal system is l established during plant heatup (Modes 2 and 3) and maintained during plant

operation (Mode 1).

I The proposed changes also remove the requirement in TS 3/4.3.2 for the pressurizer heater interlock channels to be operable in Modes 4 and 5. The pressurizer heater interlock channels prevents pressurizer heater operation vith either of the two in-series decay heat isolation valves not fully closed. This interlock serves as an automatic prompt to the operator to properly position both decay heat isolation valves and enable the automatic valve closure interlocks. The pressurizer heater interlock is only needed in Mode 3 while either decay heat isolation valve is open.
