VOGTLE ELECTRIC GENERATING PLANT REQUEST TO REVISE IPEEE SUBMITTAL DATE Generic letter 88-20 revision 4, issued on June 28,1991 set forth a request for an evaluation of the vulnerability of nuclear plants to certain specified external events. In  :

response to that request, Georgia Power Company (GPC) proffered a schedule for the submittal of the results of such an evaluation in letter ELV-03291, dated December 19, 1991. Specifically, GPC stated that the requested evaluation would be provided to the NRC by September,1995. Your office requested by letter dated June 22,1992, that GPC revise the projected submittal date. The submittal date was revised by GPC to March 31, 1995 by letter ELV-0395 dated August 27,1992.

Subsequently a conflicting circumstance arose which has prevented completion of the requested evaluation in accordance with that original schedule. Specifically, it has been necessary to re-engineer and re-route various electrical cables in response to the issue of the qualification of Thermo-Lag fire barrier material previously installed as a result Branch Technical Position CMEB 9.5-1. This re-engineering, only recently completed, precluded the analytical work necessary to produce a probabilistic evaluation of the plant risk due to fire. Consequently, the requested evaluation will not be available for submittal until the later part of this year. The completion of ponions of the evaluation, other than the fire analysis, have proceeded in accordance with the original schedule, but will be submitted with the fire analysis as a single complete package.

Accordingly, GPC hereby requests the NRC's concurrence in an extension of the schedule for the submittal of the response to Generic Letter 88-20 Revision 4, to Novemberl, 1995.
