Interim Report of 10CFR50.55(e) Item on Possible ITE Circuit Breaker Failures (#87)

Dear Mr. Keppler:

s This interim report involving ITE circuit breaker failures has been prepared to provide the current status of this problem.

This item was originally reported to Mr. P. Pelke of NRC Region III by Detroit Edison's Mr. D. Ferencz, Acting Supervisor - Construction Quality Assurance on March 4, 1983.

A memorandum received from the NRC, concerning Brown Boveri Electric, Inc. (formerly ITE) low voltage circuit breakers, described a problem involving a defective capacitator in the trip circuit which, upon failure, prevents the breaker from opening during an overcurrent con-dition. The failure of this capacitator and .the trip device can result in failure to interrupt a fault.

Detroit Edison has received the replacement solid state trip devices from Brown Boveri Electric, Inc. A Field Modification Request has been issued to enable field personnel to work on these replacements.

Of the one hundred thirty (130) devices equipped with a type 40D capacitator, it has been determined by Electrical Engineering that seventy-three (73) devices in QA Level I switchgear and fif ty-seven (57) in QA Level II ~ gear must be modified to remove the defective capacitator. . It is anticipated that the work on QA Level I will be completed by December _ 31, 1983. The fifty-seven (57) QA Level II capacitators will then be replaced when the switchgear is shut dowf for maintenance checks. It is expected that all of this work wil be completed by June, 1984.
