Proposed Revisions to Fort St. Vrain Technical Specification SR 5.2.6

REFERENCE:

PSC Letter, Warembourg to Kuzmycz, dated 9-27-82 (P-82419)

Dear Mr. Collins:

This letter is to propose a revision to the Fort St. Vrain Technical Specification, SR 5.2.6. This revision is requested based on the following:

l

1) The I-131 and Sr-90 plate-out activities observed on the probe that was removed during the second refueling s were approximately two orders of magnitude lower than LCO 4.2.8 limits. (See referenced letter.)

l l 2) There has been no significant increase in the primary l coolant circulating activity during Cycle 3 operation; hence, there is no reason to expect an increase in plate-out activity.

3) Shifting the plate-out probe evaluation schedule as l proposed will likely increase the significance of the
next evaluation due to the extended residence time in the reactor vessel during Cycle 4.

l The revision proposed in this submittal is provided in Attachment 1, and the evaluation of the significant hazards considerations involved is pravided in Attachment 2.
