In response to NRC IE Bulletin No. AbEftT, Failure of Reactor Trio Breakers (Westinghouse DB-50) to open on Automatic Trip Signal, for item 4a, the undervoltage trip function, independent of the shunt trip, for the reactor trip breakers was successfully tested on 2/26/83. Proper breaker operation also occurred on

12/11/82 when breakers were intentionally tripped during NBFD relay testing, and again on 1/17/83 when a reactor trip occurred as a result of Low S/G Level and Steam Flow > Feedwater Flow mismatch.

In response to item 4b of the subject bulletin, Ginna Station l Maintenance performs preventive maintenance on the Reactor Trip

( Breakers each refueling outage. This maintenance conforms to l the Westinghouse recommended program with the exception of lubricat-ion. Ginna maintenance supervision is f amiliar with DB-50 breaker failures that led to Westinghouse 1974 policy change on the use of lubricants, and has concluded that the frequency of operation of our breakers does not warrant the use of lubricants that could attract dust and dirt, and prevent the breakers from operating properly. The current Ginna Station Breaker Maintenance program has orevented the oroblems that some other plants have experienced.

3 In response to item 4c of the subject bulletin, each licensed operator upon his arrival on shift is being required to read IE Bulletin No. 83-01, In addition, all non-licensed operating personnel and licensed plant staff are being asked to read IE Bulletin No. 83-01 and acknowledge on a separate signoff sheet.
